Job Specifics
Duties Description The incumbent of this position will report to the Resources/Logistics Unit within the Office of Emergency Management.
Duties include but are not limited to the following:
·Assist with the development of policies and procedures for the Resource/Logistics Section.
·Research, analyze, and report on program activities.
·Write, review, and implement emergency operational procedures, plans and communications.
·Assist with facility activities, controls, and management.
·Attend, coordinate, and assist with instructing training courses related to Incident Command and Emergency Management.
·Assist in assessing the training needs of state and local agencies and other organizations that support the state's emergency management efforts.
·Support, track, and resource mass gathering events and other planned events occurring in the state, including the Citizen Preparedness Corps program.
·Manage or supervise logistics operations during an emergency or disaster by overseeing the distribution or staging of equipment and supplies.
·Monitor, resource, and track all emergency management requests submitted through New York Responds.
·Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.
·Perform administrative duties including processing timecards, approving leave requests, conducting interviews, and completing performance evaluations for subordinate staff.
·Professionally interact with local, state, and federal government agencies and officials at all levels via telephone, email, and in person.
·Maintain proficiency in, conduct regular tests of, and schedule maintenance of multiple types of technology and communications equipment.
·Travel may be required.
Minimum Qualifications NY HELPS
***To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Six years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.
Substitutions with a degree in a related field** as listed below:
• An associate degree in a related field can substitute for two years of specialized experience;
• A bachelor's in a related field degree can substitute for four years of experience;
• A master's degree in a related field can substitute for five years of experience;
• A doctorate in a related field can substitute for six years of experience.
**Specialized Degree Areas: Atmospheric Science, Business Administration, Business Continuity, Business Organizational Security Management, Communications, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Data Analytics, Data Science, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Communications, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Environmental Science, Environmental Studies, Fire and Emergency Services, Geographic Information Systems, Geography, Homeland Security, Informatics, International Relations, Meteorology, National Security, Political Science, Public Administration, Public Health, Public Health Emergency Preparedness, Public Policy, Security Studies, Sustainability Studies, System Safety and Security, or Urban or Regional Planning.
REASSIGNMENT/TRANSFER
Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
