Job Specifics

Duties Description The Information Technology Specialist 3 (Programming) will perform activities including, but not limited to, technical activities related to writing instructions (code), applications program development, program and system testing, and business/systems analysis and design and development of database systems for agency specific applications. The position is expected to provide application support for OMH business units and clinical programs, supporting the Electronic Health Records (EHR) initiative.

Specific duties include, but are not limited to, the following:

• Plans and conducts applications programming design, coding, testing, and debugging activities.

• Expert level knowledge of Python, JavaScript, or object-oriented programming.
o Knowledge parsing XML and/or JSON is a plus.

• Working knowledge of SQL and relational database design, as well as experience with manipulating and importing data from flat files.

• Collaborate with stakeholders to collect and analyze system requirements specific to Cerner solutions.

• Create and maintain design specifications and documentation for Cerner modules and functionalities.

• Configure Cerner applications according to design specifications, ensuring alignment with clinical workflows and business needs.

• Develop expertise in and serve as an SME for Cerner Command Language.

• Develop and execute test plans, including unit, integration, and user acceptance testing (UAT) to validate configurations.

• Assist in developing training materials and conduct training sessions for end-users on Cerner functionalities.

• Support change management initiatives by helping stakeholders understand adjustments in workflows and processes.

• Analyze and troubleshoot issues during the design and implementation phases, ensuring timely resolution to minimize disruptions.

• Collaborate with data migration teams to ensure accurate mapping and integration of data into the Cerner system.

• Ensure that all configurations meet regulatory and compliance standards, including HIPAA and other healthcare regulations.

• Work with technical teams to develop interfaces and reports as required for Cerner modules.

• Gather and document feedback from end-users to drive continuous improvement in system design and functionality.

• Assist project managers in tracking progress, updating project plans, and reporting on

• Maintains and analyzes systems performance after implementation by testing and documenting system changes resulting from operation errors or system failures, changes in legislation, user requirements, or changes in the IT environment.

• Participates in meetings and works with agency management, users, vendors, consultants, and IT staff to discuss IT solution options and assists in recommending appropriate system platforms for meeting program requirements.

• Will assist with various design activities such as creating program specifications, workflow diagrams or structured charts, and logical data models.

• Will participate in the testing phase of application development by assisting in the development of test plans, test conditions, validation testing, and performing quality assurance and user acceptance tests of programs and systems.

• Design, support and troubleshoot low-code applications utilizing Microsoft Power Automate, SharePoint and Teams for OMH business units and facility clinical staff.

• Maintains thorough understanding of the environment to ensure adherence to standards and utilizes accepted practices for enterprise design.

• Reviews current and proposed architectures to meet acceptable enterprise system practices.

• Makes recommendations for infrastructure improvements and deploys and maintains systems in accordance with established guidelines.

• Identify, analyze, and resolve issues for existing systems resulting from errors detected during, testing, implementation and/or daily use.

• Create software training, reference guides, FAQs and procedure manuals for end users.

• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.

• Demonstrate an interest in developing a deep understanding of OMH enterprise software and systems to develop a technical expertise that will help facilitate excellent end-user support.

Minimum Qualifications Non-Competitive:
A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

Transfer:
Candidates must have one year of permanent status as an Information Technology Specialist 3 (Programming), and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 of the Civil Service Law.
