Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Deputy Commissioner for Technology (DCT) for DOL the incumbent will be the Chief Data Officer (CDO) for DOL and will direct the Data and Artificial Intelligence (AI) Office within the Dedicated Support Team for DOL creating and managing, with partnership with DOL and ITS, DOLs data and AI strategy; ensuring data quality and driving business value through data analytics and governance to promote transparency, improve government performance and enhance citizen engagement. Duties include, but are not limited to:
• Create a strategy that has data quality at its core and fosters a data driven decision making culture for the agency.
• Develop and contribute to policies for safeguarding and governing data assets.
• Develops or assists in developing and communicating work procedures, processes, rules, and internal controls.
• Encourage compliance with policies, standards, protocols and best practices.
• Collaborate with agency leadership to identify data sets where the quality and consistency are essential to promoting transparency, improve government performance and enhance the citizen experience.
• Advise executive management on potential risks or compliance with regulatory compliance and serve as the liaison to develop short-term and long-term data publication plans.
• Direct the development of effective data management training to raise awareness for safeguarding data and garner support for following data management procedures, enabling quality data to be available.
• Support budgeting activities within the CDO; monitoring and reporting on spending; procuring and managing services related to data management and AI; develop and track performance metrics of the CDO.
• Evaluates proposed and enacted State and Federal Legislation that may impact DOL and may assist in proposing or drafting legislation in partnership with Chief Counsel.
• Collaborate with executive and senior leaders within ITS and DOL whose responsibilities also involve data to ensure the State’s data policies comply with acceptable use standards and regulations.
• Assist in tracking AI projects as required by NYS AI Policy.
• Oversee the integration of AI technologies into existing systems and processes to enhance functionality, optimize performance and achieve organizational objectives.
• In partnership with DOL, lead the identification of opportunities within DOL for leveraging AI to enhance operational efficiency, improve decision-making processes, and drive innovation forward.
• Provide direction and oversight for AI projects to ensure they meet agency policy and standards of practice.
• Responsible for managing risks of using AI and data within DOL.
• Perform full range of supervisory duties.
Expected Travel would be 5%.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Assistant Director Information Technology Services 1 OR in a position at M-3 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade or two salary grades.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
