Job Specifics

Duties Description The Contract Management Specialist 1 position within the Good Faith Efforts team of the Bureau of Contract & Grant Development, Division of Fiscal Management assists with the ongoing implementation of the Department’s Minority and Women-owned Business Enterprise (MWBE) program and provides guidance to Department divisions in an effort to increase the agency’s overall MWBE utilization.

Day to day activities include but are not limited to:

• Review contract routing packages and spending requests prior to execution to set MWBE goals.

• Investigate MWBE availability for procurements by utilizing the MWBE Certified directory database and other available resources.

• Promote and encourage use of MWBEs in all applicable areas of procurement.

• Participate in the development, analysis, and completion of ESD quarterly reports.

• Assist Department’s prime contractors and MWBE companies to comply with program regulations and contract requirements and promote resolutions to problems encountered in MWBE-EEO Program implementation.

• Assist prime contractors, MWBE subcontractors, and grantees with meeting their good faith efforts, engage MWBE firms, complete required documents, submit reports, waivers, and other requests as applicable.

• Provide outreach and assistance to Department’s staff and control agencies in furtherance of the Department’s overall MWBE program.

• Track contract compliance and maintain contract records in the New York State Contract System.

• Provide assistance to contractors with the New York State Contract System.

• Determine and track MWBE and EEO compliance status on Department contracts.

• Review and approve MWBE Utilization Plans submitted by contractors.

• Attend MWBE outreach events.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or

Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
or

Eligible for transfer under Section 70.1: For Trainee 1appointment: Permanent competitive service as an Administrative Analyst Trainee 1, Administrative Specialist Trainee 1, Budgeting Analyst Trainee 1, Business Systems Analyst Trainee 1, Grants Administrator Trainee 1, Human Resources Specialist Trainee 1, Payroll Analyst Trainee 1, and Real Estate Specialist Trainee 1. Additional titles which qualify, can be found on the Department of Civil Service website.

55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
