Job Specifics
Duties Description As a member of the Statewide Financial System (SFS) Business Solutions Division in the Statewide Application Bureau, the selected candidate will support the design and development of solutions requiring either new functionality or changes to the current application. This includes work on complex accounting related projects in conjunction with the Office of the State Comptroller (OSC), the Division of the Budget (DOB), and other state agencies.
The selected candidate will become a subject matter expert in their assigned area, participating in the business transformation, system modification and development efforts of SFS. Strong oral and written communication skills are essential for success in this position, as the selected candidate will engage users and support their transition to new business processes and be responsible for developing and maintaining documentation related to business requirements and system/business processes.
General Job Responsibilities Include:

• Supporting development of functional solutions, including writing functional specifications and other documentation
• Preparing configuration changes
• Testing custom application changes
• Testing software upgrades including patches and enhancements from the software provider
• Performing other related duties as assigned
Minimum Qualifications NYHELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NYHELPS Minimum Qualifications:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.
Permanent-Competitive Qualifications:
This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.
Preferred Qualifications:
• Business analysis experience, including the ability to understand end-to-end business processes from a functional perspective
• Strong analytical and problem-solving skills
• Ability to manage multiple priorities
• Ability to effectively and actively participate in meetings
• Strong written and verbal communication skills
• Strong interest and ability to learn independently and to teach others
• Experience using SFS modules, such as Commitment Control (Budget), General Ledger, Purchasing, Accounts Payable or Accounts Receivable
• Experience using PeopleSoft Financials
• Experience with New York State financial operations
• Knowledge of General/Government Accounting Principles
• Experience writing test scenarios and test scripts
• Experience with SQL (Structured Query Language)
• Commitment to superior Customer Service including:
-Essential soft skills required to liaise with team members at all levels of the organization and SFS customers.
-Ability to authentically build trusted relationships and maintain a positive work environment.
