Job Specifics

Duties Description • Assist the Associate Accountant with pre-implementation audits of salary raises and step advances.

• Audit the semiannual Bonus Sick/Sick Incentive payments by verifying payment amount and eligibility.

• Audit the annual Snow and Ice payments by verifying payment amount and eligibility.

• Annually, calculate employee health insurance contributions.

• Audit annual billings from the Department of Civil Service for reasonableness.

• Verify promotional payments for employees as requested by Salary Administration or Payroll.

• Travel to the different Thruway Divisions to perform various inventory field audits.

• Communication with other departments and agencies.

• Prepare work papers using Excel and Word to document audit findings on the Summary Audit Report for all audits performed.

• Complete special assignments and other miscellaneous duties as assigned by the Director of Fiscal Audit.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 12 or above and eligible for transfer under Section?70.1, 70.4, or Section 52.6?of the NYS Civil Service Law.

NY HELPS Qualifications:
Accountant Trainee 1 – A bachelor's degree in accounting, auditing, or taxation; or any bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Accountant Trainee 2 – A bachelor's degree in accounting, auditing, or taxation; or any bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Substitution: A master’s or higher degree in accounting, auditing, or taxation may substitute for one year of experience.

Senior Accountant – A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Substitution: A master’s degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

*Note that courses such as business law, economics, statistics, and most finance courses although taken as a part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:?
Base Pay Range from Hiring Rate $51,809 up to Job Rate $91,409.
Recruitment & Retention Pay: $7,000.


This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
$51,809 (Trainee 1, equated to SG-14)
$57,751 (Trainee 2, equated to SG-16)
$64,427 (Journey Level, SG-18)
