Job Specifics
Duties Description •Participate in the management of an investment portfolio within prescribed statutory and policy requirements and effectively execute transactions to meet investment objectives.
•Develop cash flow forecasting tools to optimize both liquidity and investment performance.
•Prepare comprehensive reports detailing investment activity, portfolio performance and status of custodial accounts.
•Monitor the financial stability of all banks and brokerage services employed by Treasury to ensure no capital risk is assumed by the State.
•Other related and appropriate duties as required.
•Adhere to the time and attendance policies of the Department.
Minimum Qualifications Current NYS employee with one year or more of permanent, contingent-permanent, or non-competitive 55 b/c service in a title eligible for transfer under sections 70.1 or 52.6 of the Civil Service law.
In the event an eligible list for this title does not exist, or has less than three acceptors, a current New York State employee with one year of permanent, contingent-permanent, or 55b/c service as an Associate Investment Officer may be appointed on a provisional basis
OR
Candidates with a bachelor’s degree in accounting, finance, public administration, economics, accounting or business administration including 15 semester credit hours in finance and four years of experience in investments or cash management; or a master’s degree in finance, public administration, economics, accounting or business administration and three years of experience in investments or cash management may be appointed on a provisional basis.
Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
