Job Specifics

Duties Description • Develop, implement, and manage special projects that are legislatively mandated and/or reflect the strategic priorities of the agency.
• Conduct research and analysis of sector-wide trends to support the development of new initiatives, inform policy recommendations and grant-making strategies, and prepare special reports.
• Organize convenings, public forums, or special events related to project work and strategic initiatives determined by the Executive Director.
• Monitor legislative and policy developments relevant to the arts sector and creative economy.
• Oversee associates along with working closely with stakeholders, potential applicants, and grantees to provide needed information, instruction, and professional support on processes related to special projects.
• Conduct (and oversee associates' work regarding) on-going evaluation of grantees’ performance to ensure adherence to contractual performance goals, including review of required narrative and fiscal reports, and when possible, and upon approval, conduct site visits, attend activities, and submit reports on such visits.
• Evaluate eligible applications based on criteria set by the agency; oversee all aspects of the implementation and management of the advisory panelist review process utilized in application evaluation; develop and present program analysis, possible funding rationales, and make recommendations to NYSCA leadership and the NYSCA Council for review and approval.
• Communicate with stakeholders, applicants, and grantees about funding decisions, funding rationales, and panel comments. Also oversees’ associates’ contact with grantees/applicants.
• Organize and/or represent NYSCA and its interests (along with supervision of associates) at meetings, workshops, symposia, and professional conferences with applicants, grantees, and other interested parties.

Notes:
As this position is in New York City, you will also receive an additional $4,000 downstate adjustment location pay with your regular annual salary.

Minimum Qualifications Bachelor's degree plus five years specialized experience in the administrative side of a professional arts organization, non-profit arts organization, public policy organization, or government sector, two of which must have been at a supervisory level.

Four years of equivalent work experience may substitute for a bachelor’s degree. A master’s degree may substitute for one year of non-supervisory experience beyond the bachelor’s degree.

Preferred Qualifications:

• Highly organized with strong project management skills and ability to work optimally in a fast-paced setting with multiple deadlines and attention to detail.
• Experience or familiarity with non-profit arts and culture, and/or public policy/government sectors.
• Familiarity with grants management procedures and experience with at least one major accounting system or data management platform.
• Proficiency in research, data collection, and data visualization.
• Experience organizing convenings or producing public events.
• Familiarity with the arts and culture sector of New York State.
The Director of Special Projects would be responsible for developing, implementing, and managing a variety of Special Projects at the discretion of the Executive Director. These projects would initially include development of the Regions of Cultural Significance program and oversight of the Cultivating Havens for the Arts through Regional Murals (CHARM NY) project and the State of the Arts fellowship program (embedding artist fellows in state agencies).
The role will require program development, stakeholder engagement, policy research, and intra-agency collaborations. It will also involve assisting in organizing convenings, public forums, or special events related to project work and research. Additionally, it will be responsible for supervising administrative grants processes associated with each project, including the development of guidelines and applications, convening peer review

panels, providing funding recommendations to agency leadership and the NYSCA Council, and managing all contracting and final reports.
This is a unique opportunity to hold a key role on the staff of New York State Council on the Arts (NYSCA), an executive agency of New York State. This position will be based at NYSCA's offices in Manhattan.
