Job Specifics

Duties Description • This position resides on the IT Financial Management team in the Bureau of IT Business Management withing the Chief Information Office (CIO).
• Assist with the creation of annual customer invoices for technology services delivered by the CIO.
• Participate in creating, updating, and documenting cost models within the financial invoicing system.
• Research data received from source systems and reports to determine how to appropriately allocate costs to IT services. This may require contacting various technical and non-technical teams.
• Assign CIO’s costs within the financial system and document the assignment of costs within the system or other records.
• Identify, process, and maintain required updates to data imports from source systems (i.e., Statewide Financial System (SFS), Payroll, Time Distribution System (TDS), etc.), and work with technical teams to implement the changes.
• Participate in IT Service Management sessions to determine the impact of changes on IT invoicing.
• Coordinate and make changes to the financial invoicing system and to tracking systems (i.e., TDS) required to accommodate new applications.
• Participate in establishing and maintaining depreciation schedules for qualifying technology items by working with technical teams.
• Assist with scheduling annual customer invoice meetings, sending communications to customers, holding meetings with customers to review invoices, and research and address customer questions and comments about invoices.
• Participate in financial system application upgrades and enhancements, including requirements gathering, test plan creation, testing, etc. Coordinate with CIO technical teams and vendors to escalate and address issues.
• Develop meeting agendas, take notes, and distribute meeting minutes to attendees.
• Document procedures and processes.
• Communicate progress, questions, and issues to IT Financial Management (ITFM) managers.
• Develop and produce reports to allow for forecasting and trend analysis across invoicing years, customers, technologies, etc.
• Research and respond to ad hoc questions from technical teams, customers, and ITMF managers.
• Identify areas for process improvement and present findings.
• Propose solutions, along with advantages and disadvantages, to ITFM managers.
• Document decisions and implement changes.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
For an appointment to an Information Technology Specialist 2, you must have:

1. A bachelor's or higher-level degree in any field and one year of experience in information technology.
OR
2. A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
OR
3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
OR
4. A total of two years of experience in information technology.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfer:
For 52.6, 70.1, or 70.4 transfer to an Information Technology Specialist 2, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1.

NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs.
