Job Specifics
Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Technology Analyst 2 (Rapid Application Development), the Technology Analyst 1 (Rapid Application Development) will be responsible for designing and overseeing the implementation of secure and efficient enterprise applications, with minimal traditional coding needed, to meet client agency business needs. The position will research and analyze internal business processes to optimize and automate them. It will collaborate with business stakeholders and end users to gather and document software requirements and work closely with developers to design, test, and implement new software features and updates.
Duties include, but are not limited to, the following:
• Gather and analyze client agency business requirements from stakeholders.
• Develop applications using low-code platforms such as form builders, pre-built templates, and a drag-and-drop visual interface.
• Design and optimize process workflows for business process automation.
• Create and maintain database connections and external system integrations.
• Test and debug applications to ensure proper functionality and performance.
• Provide technical support and troubleshooting for low-code applications.
• Conduct code reviews and enforce adherence to best practices and coding standards.
• Document technical specifications, user guides, and training materials.
• Implement changes and enhancements based on user feedback and business needs.
• Monitor application performance and optimize for speed and scalability.
• Ensure compliance with data protection and security policies in coordination with IT and information security professionals.
• Participate in security risk reviews and remediation activities including producing written reports.
• Train and support end-users in utilizing low-code applications.
• Stay updated with new features and updates of low-code platforms.
• Perform regular maintenance and updates on applications.
• Collaborate with other developers and departments to integrate low-code solutions with existing IT infrastructure.
Minimum Qualifications Five (5) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of various IT disciplines and how they intersect within large-scale organizations.
o At least one (1) year of IT experience must be in low code software analysis or a related technical role.
Education/Experience Substitutions
Earned college degrees in information technology, computer science, or a related field of study may substitute for the specified years of broad IT experience as follows:
o Associate’s degree substitutes for 2 years of experience.
o Bachelor’s degree substitutes for 4 years of experience.
o Master’s degree substitutes for an additional 1 year of experience.
o Doctoral degree substitutes for an additional 2 years of experience.
Preferred qualifications:
• Ability to diagnose application issues and decide what can be done with low code instead of traditional coding.
• Intuitive understanding of turning ideas into working applications using a drag-and-drop visual environment.
• Familiarity with pre-built templates, drag-and-drop visual interface, and entity builder.
• Basic knowledge of SQL, HTML, CSS, JavaScript, and general Web 2.0 techniques.
• Proven experience as a Software Analyst or similar role in software development, familiar with Agile or Scrum methodologies.
• Strong analytical, problem-solving, and troubleshooting abilities with attention to detail.
• Proven experience with low-code platforms such as OutSystems, Mendix, or Microsoft Power Apps.
• Strong understanding of software development life cycle (SDLC).
• Proficiency in designing and optimizing business process workflows.
• Experience with database management and integrations with external systems.
• Proficient in debugging and testing to ensure application quality.
• Knowledge of best practices and coding standards in software development.
• Excellent documentation skills, including technical specifications and user guides.
• Ability to work collaboratively in a team environment.
• Familiarity with Agile methodologies.
• Excellent communication skills for gathering requirements and training end-users.
• Understanding of data protection and security policies.
• Ability to adapt to new features and updates on low-code platforms.
• Experience with performance monitoring and optimization of applications.
• Ability to manage regular maintenance and updates to applications.
• Strong coordination skills to work with IT and security professionals, as well as other developers and departments.

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted.
Additional Comments Fingerprinting and background check are required for employment with ITS.
This position will be located in either Albany, NY or New York City.

Positions located in New York City, will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $2,000 adjustment location pay.
