Job Specifics

Duties Description This position resides on the NYSLRS Application Development team in the Bureau of PeopleSoft & Payment Applications within the Chief Information Office.
• Direct the development and tracking of progress against project plans, schedules, and events.
• Direct New York State and Local Retirement System (NYSLRS) Application Development staff and work closely with Program Optimization, Support & Transformation (POST) bureau staff and resources to ensure the appropriate staff is assigned, and other resources are assessed to ensure all project goals and objectives are met.
• Work with the Project Coordinator and other NYSLRS Application Development Staff to develop work plans to meet the project/work effort goals and monitor progress to ensure the project is completed successfully.
• Work with the Project Coordinator and POST staff to manage efforts to explore and develop the functional business requirements, processes, and rules that will contribute to how the system works.
• Work with all NYSLRS Application Development teams to involve them in the new functionality being implemented in the system and ensure knowledge transfer is occurring between consultant and state staff.
• Oversee and direct all work performed by other NYSLRS Application Development staff and consultants on projects being managed; includes but not limited to coordinating data analysis, data mapping, data classification, data conversion, development, testing, etc.
• Assist the Project Coordinator in the management of any change requests that are developed after performing a full cost/benefit analysis of potential changes.
• Direct the collaboration among NYSLRS Application Development and POST Bureau staff to communicate evolving business requirements for work processes, detail design testing, training and roll-out; also, assist in the design and implementation of a framework for managing the capture, documentation, and ongoing transfer of business knowledge.
• Direct collaboration among NYSLRS Application Development, consultants, and POST Bureau to develop interfaces with external stakeholders (e.g. employers, public retirement systems, unions, IRS, etc.) using various methods (e.g. portal, secure FTP, etc.).
• Direct the integration of the Retirement System with internal OSC applications that include but are not limited to General Ledger Microsoft Dynamics and FileNet.
• Direct the activities of NYSLRS Application Development staff and consultant staff.
• Ensure tasks are completed accurately and timely.
• Adjust activities and staffing.
• Report project status to the Project Coordinator on a regular basis and respond quickly to management questions and concerns.
• Manage the human resources aspects of the project, including but not limited to:
o Recruitment, hiring, timely and effective staff evaluations, succession planning, and knowledge transfer.
o Managing the oversight, assessment, and monitoring of the performance of the project vendors to ensure contractual obligations are met.

Minimum Qualifications Must have at least nine (9) years of general applications development experience, including at least two (2) years of supervising in an IT applications development environment
AND
At least five (5) years of demonstrated experience in applications development management experience for implementation and maintenance in two (2) of the following three (3) modules:
o Human Capital Management (HCM).
o Customer Relationship Management (CRM).
o Portal or Financials.

An associate's degree may be substituted for two (2) years of general experience.
A bachelor's degree may be substituted for four (4) years of general experience.
A master’s degree in a closely related field may be substituted for an additional one (1) year of general experience.

Additional Comments Knowledge, skills, and abilities:

• At least nine (9) years of general applications development experience, including at least two (2) years of supervising in an IT applications development environment.
• At least five (5) years of demonstrated experience in applications development management experience for implementation and maintenance in two (2) of the following three (3) modules:
o Human Capital Management (HCM).
o Customer Relationship Management (CRM).
o Portal or Financials.
• Demonstrated experience in the Systems Development Life Cycle (SDLC).
• Demonstrated experience with recruitment and procurement activities.
• Demonstrated experience proactively addressing personnel issues and/or disciplinary actions.
• Demonstrated experience in emotional intelligence.
• Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
• Demonstrated organizational management skills performed in a team-oriented workplace.
• Outstanding interpersonal relationship building, employee coaching and development skills.
• NYSLRS experience would be a significant advantage.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
