Job Specifics
Duties Description Under the direction of the OASAS Commissioner, this exempt class position has direct responsibility for coordinating the design, implementation, and policy development associated with the delivery of services of Office of Addiction Services and Supports certified programs. The incumbent will supervise Directors of treatment; recovery services; behavioral health metrics and evaluation; problem gambling, and opioid treatment. This is a policymaking position, with responsibility for carrying out policy initiatives in accordance with the Commissioner’s broad guidelines. As a member of the Commissioner’s cabinet, the incumbent plays a critical role in carrying out the mission of the agency.
Duties include but are not limited to: manage the provision of clinical oversight to providers of substance use disorder (SUD) and problem gambling services statewide; oversee the development of guidance and standards for treatment providers consistent with the most current research evidence; establish, revise and implement policy and procedures related to delivery of managed care, value-based payments, integrated care, social determinants of health and development of new services; oversee efforts to integrate SUD, mental health (MH) and physical health, including their integration, as well as the development of learning collaboratives to improve the use of addiction medication utilization in physical health settings; serve as a liaison with other OASAS Divisions, state agencies, local governments, the federal government and other external partners in the areas listed above; manage staff within the Division of Addiction, Treatment and Recovery; oversee the development of SUD performance measures; oversee the expansion and enhancement of Medicated Assisted Treatment (MAT), crisis/withdrawal management, and SUD services; oversee all OASAS contracted and funded providers delivering Permanent Supportive Housing (PSH) rental subsidies and/or case management support services to homeless families and single adults in recovery across NYS; develop and implement policies and procedures related to housing program, and well as overseeing needs analysis and strategic planning; focuses on specialty populations and services; participate in OASAS and inter-agency/organization committees and workgroups; work closely with the NYS Council on Problem Gambling to develop, implement and oversee prevention and treatment services to address problem gambling. Travel 15-20%.
Minimum Qualifications A Bachelor’s degree in human services, social services, social work, psychology, counseling, criminal justice discipline or a closely related field; and eight (8) years of progressively responsible managerial experience in the fields of substance use disorder treatment, managed care, government funded health services, and integrated care. At least three (3) of these years must have been in a managerial capacity. A Master’s degree can be substituted for one (1) year of experience.
