Job Specifics

Duties Description This position is located in the Scanning Unit within the Bureau of Benefit Information Services, Division of Retirement Services and is responsible for:
• Ensures the prompt and accurate processing of the unit’s work.
o Maintains a high level of expertise in identifying New York State and Local Retirement System’s documents as well as the complex indices of their images (i.e. social security number, registration number, retirement system indicator, document class, document type, and receipt date.)
o Reviews and assigns work to staff that are telecommuting.
o Acts as a resource for difficult questions and problems.
o Reviews, updates, and prepares existing automated correspondence for procedural modification as necessary, due to changes in law, policies and procedures.

• Directs training and assists clerical employees.
o Trains lower-level clerical staff on mail sorting, prepping, scanning, and indexing of incoming NYSLRS documents, and keeps a log of the progress of each trainee.
o Advises staff regarding routine inquiries about document indices and document type, correspondence, and telephone inquiries.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
Two years of experience performing at least one of the following tasks: reconciling accounts, calculating payments, collecting and analyzing statistics and information, or explaining policy or benefit information to the public.

OR

An associate degree (or higher) can be substituted for two years of the required specialized experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

70.1 Transfer:
For 70.1 transfer to Employees’ Retirement System Examiner 2, SG-12, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-10 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Employees’ Retirement System Examiner 1.

NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

Additional Comments Knowledge, skills, and abilities:

• Knowledge of agency policies and program policies, procedures and functions.
• Ability to use office equipment such as computers, scanners, and photocopiers, etc.
• Ability to set up and use manual and electronic office record keeping and filing systems.
• Ability to enter and retrieve data using an alphanumeric keyboard.
• Ability to prepare reports.
• Ability to read, understand and apply laws, procedures, rules, regulations and guidelines where there are not clear precedents and without detailed direction.
• Ability to perform tasks accurately within prescribed time frames.
• Ability to communicate effectively in writing and orally.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less
