Job Specifics

Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 3 Clinical, M-1, position in the Office of Quality Improvement, Clinical Risk Management Unit. The Mental Health Program Specialist 3 serves as one of the Clinical Risk Managers in the Office of Quality Management, Clinical Risk Management Unit. The Clinical Risk Manager is assigned geographic responsibility for State operated and State licensed programs within a specific catchment area. The incumbent’s primary function is to identify high risk clinical practices in order to work directly with providers on proactive risk reduction strategies.

Under the direction of the unit Director, their functions and responsibilities are as follows:
• Incidents:
• Review all State PC and Licensed provider incidents.
• Assess each incident for content and appropriateness of response.
• Assign a level of follow up that is commensurate with the severity of the incident.
• Contact the provider by phone, letter, e-mail or make an onsite visit.
• Obtain information and assess follow up actions taken. Advise supervisor as appropriate.
• Identify providers with ineffective risk management programs and take appropriate actions.
• Analyze and trend incident data to identify high risk patterns that require attention.
• Participate in, conduct, facilitate and/or review on-site investigations:
• Conduct site visits and investigations at State and Licensed Mental Health facilities.
• Write reports, participate in briefings, review responses.
• Review provider response to report recommendations.
• Follow up with provider agencies to ensure that appropriate actions have been taken.

• Field Office Work Assignments and Coordination:
• Work collaboratively with the Field Office for the assigned OMH region.
• Maintain a strong working relationship with key field office staff.
• Solicit Field Office staff input as appropriate in CRM work assignments.
• Participate on request in Field Office work activities.
• Participate in Field Office licensing staff meetings on a scheduled basis to maintain effective coordination and communication.

• Sentinel Events:
• Identify serious incidents, in assigned geographic area(s), that meet the Joint Commission criteria to be considered a Sentinel Event.
• Ensure that correspondence is disseminated to the provider indicating such and request that a Root Cause Analysis (RCA) be completed. Review the RCA to ensure that it is thorough and credible. Present RCA for final approval.

• Special Investigation and Quality Improvement Trainings:
• Participate in training sessions, on a biannual basis, designed to educate State Operated and State Licensed providers on the practices and techniques associated with conducting a comprehensive Special Investigation.
• Routinely monitor the quality of Special Investigations from State and Licensed programs.
• Conduct other quality improvement trainings as assigned.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
A bachelor’s degree in a health or human services area and four years of professional clinical experience in a mental health program.

A master's degree in clinical mental health counseling, clinical psychology, community mental health counseling, counseling and community psychology, counseling, forensic psychology, mental health counseling, nursing, psychoanalysis, psychology, rehabilitation counseling, or social work can substitute for one year of specialized experience.

Transfer Opportunity:
Candidates must have permanent status as a Mental Health Program Specialist 3 (Clinical) and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
