Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable on the current Civil Service eligible list or be eligible for 52.6 transfer with at least one year of permanent service in a financial management or budgeting position allocated to M-1 or higher. Example of titles eligible for 52.6 transfer are Chief Budgeting Analyst, Assistant Director Financial Administration 2, Associate Budgeting Examiner.

PREFERRED QUALIFICATIONS:

Preference will be given to candidates who possess:

• Strong managerial skills
• Strong analytical, communication and presentation skills;
• Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;
• Ability to gather, organize, and present pertinent data to leadership in a succinct manner;
• Ability to prepare and evaluate expenditure and other financial reports.

Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments.

Duties Description POSITION:

The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 130,000 + individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency’s mission of helping families and people with developmental disabilities live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on Executive Staff priorities.
Budget Services is also responsible for developing spending plans for the district offices, Institute for Basic Research (IBR) and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Individual Support Services; monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.


PRIMARY DUTIES AND RESPONSIBILITES:

Under the direction of the Director of Budget Services the Assistant Director of Financial Administration will:

• Coordinate the development, presentation, and implementation of the agency’s budget request.
• Review and respond to requests for information from the Division of Budget, agency leadership, and other agency units.
• Assist Director in providing advice to agency management on development of budgetary policy, fiscal reporting, cost-effectiveness of programs and budget priorities
• Directly supervise the team responsible for the State Operations/Capital or Local Assistance budgeting.
• Oversee all unit activities, including but not limited to: monitoring spending, reviewing overtime metrics, managing the Capital Plan, analyzing impacts of Medicaid and non-Medicaid spending related to Local Assistance programs, assessing the fiscal impacts of not-for-profit rate changes, analyzing the fiscal implications of transitioning to a Managed Care system, and developing the budget request.
• Serve as the Budget Office lead on State Operations, Capital and/or Local Assistance initiatives.
• Coordinate cash management reports and other data for presentation to senior management and/or the Division of the Budget.
• Assist the Director with special assignments, as needed.
