Eligible for a 52.6 transfer by having one year of permanent competitive service as a Children and Family Services Program Manager 1 or in an approved administrative title within two salary grades of a grade 25 or one salary grade of a grade M-1 (661).
Duties Description
This position serves as the regional manager of the Division of Child Care Services New York City Regional Office and reports directly to the Director of Regional Operations. This is a senior management position that is responsible for the overall management of a regionally-based office. Duties of this position, include but are not limited to, oversight of and monitoring of New York City Department of Health and Mental Hygiene (DOHMH) enforcement and registration activities. Monitoring and oversight activities include: engaging in on-going communication with NYCDOH/MH management and administration, including periodic face-to-face meetings to enhance the offices oversight and monitoring role; discussion of trends identified by NYCRO and NYCDOH/MH; management of the Quarterly Performance Reviews of NYCDOH/MH registration activities to ensure that all quarterly reviews are initiated in a timely manner. The NYC regional manager is also responsible for ensuring the continuity of daily operations, which includes, but is not limited to: dealing with any physical plant issues, and personnel issues, as well as ensuring adequate staff coverage in both the office and the field. The manager is responsible for Business Continuity Planning and is responsible for communicating any operational issues to Home Office. Additionally, the regional manager is responsible for understanding and conveying all applicable statutes, regulations, and policy directives to subordinate staff. In addition, the NYC regional manager is to facilitate enforcement activities in the approximately 8,000 OCFS regulated programs. This includes, but is not limited to: managing the assignment of caseloads, facilitating the processing of applications and issuance of licenses/registrations, management of licensing fieldwork and inspections, initiation and oversight of enforcement actions, management of complaints and the criminal history evaluation/safety assessment process, and the provision of technical assistance to the child care provider community and the public at large. The manager is expected to professionally represent the Division when dealing with internal and external stakeholders.

To qualify, you must be a current OCFS employee and have one year of permanent service as a Children and Family Services Program Manager 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
