Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 4 (HPA 4), G-29/M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service as Medical Assistance Specialist 3, G-27 and deemed eligible for transfer via Section 70.1 of the Civil Service Law OR in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 of the Civil Service Law.

QUALIFICATIONS
Experience in managed care, health insurance, nursing, patient advocacy, health care management, utilization review, medical/clinical billing, complaint investigation, surveillance, and/or healthcare policy and administration. Superior communication skills and strong management skills preferred.
Duties Description The Bureau of Consumer Services is responsible for investigating complaints against New York State managed care commercial and government-sponsored health plans, ensuring compliance with health program requirements, enrollee access to quality care, protection for enrollee and provider appeal/due process rights, and appropriate provider reimbursement. As bureau director, the incumbent will be responsible for oversight of these activities including: researching issues and developing program response, policy, contract language and/or regulation; setting standards for health care compliance; conducting stakeholder workgroups; integration of consumer-specific stakeholder concerns and regulatory requirements into day to day activities of the division; providing referrals and general consumer assistance; collecting, reporting, and evaluating complaint data and other information to address health plan operational issues, monitoring implementation of program initiatives, and informing health care delivery system reform efforts; developing training protocols and presentations; supervising professional staff and other related tasks as assigned. In this role the incumbent will work directly with staff, managed care plans, advocates, state agencies, provider groups, insurer associations, and other stakeholders to address critical health care issues and implement division goals such as Medicaid Redesign Team initiatives and legislation related to managed care grievance systems, external appeal and fair hearing protocols.
