Minimum Qualifications Minimum Qualifications
Bachelor's degree in Accounting plus five years relevant experience, including two years supervisory experience.
Preferred Qualifications
CPA, Master's degree in Accounting, Finance, Business Administration or related field plus five years relevant experience, including managerial experience, application of Generally Accepted Accounting Principles, as well as accounting and financial reporting systems.

Duties Description Primary Purpose
The Manager, Accounting manages the day-to-day financial activities of the Financial Management unit and assists with planning, directing, and coordinating the activities of the unit. The Manager, Accounting also monitors compliance with unit goals and DASNY’s policies and procedures.
Essential Functions
• Manage the day-to-day operations of the Financial Management unit including general accounting, accounts receivable, and the preparation of financial statements.
• Assign, manage, and prioritize workload and allocate work among staff.
• Manage various tasks related to the annual audit.
• Manage the preparation of DASNY's annual financial statements in accordance with generally accepted accounting principles (GAAP).
• Coordinate RFP process for professional services such as external audit.
• Review/approve financial transactions such as payments, receipts and journal entries.
• Review/approve complex financial calculations and account reconciliations.
• Oversee general accounting and financial reporting activities.
• Oversee monitoring of balances for disbursement funding.
• Liaise with other units and/or departments to resolve accounting and financial reporting matters.
• Oversee the preparation of various financial reports for management, DASNY’s Board of Directors and external entities.
• Recommend, design, develop and implement, procedures, strategies and reporting.
• Liaise with senior staff, external auditors, financial institutions, clients and various government entities.
• Design, maintain and test various financial systems, upgrades and related applications and databases.
• Oversee the maintenance of DASNY's financial and accounting files.
• Oversee bank reconciliation process for all DASNY bank accounts.
• Oversee response to client audit confirmation requests.
• Act as project lead for Financial Management, as directed by the Assistant Director.
Other Duties and Responsibilities
• Maintain report coding for DASNY's financial statements.
• Monitor cost of issuance budget and DASNY assets.
• Oversee project set-up for cost of issuance projects and private institution construction projects.
• Train and evaluate employees.
• Assist Management in the development of policies.
• Evaluate, develop and implement performance measures and unit goals and objectives.
• Develop, document and implement procedures.
• Ensure staff compliance with applicable laws, rules, regulations, policies and procedures.
• Assess, develop and implement internal controls, and oversee the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Additional Comments Supervision
Supervision of employees is required.
Physical/Mental/Visual Demands
Occasional travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Must be able to work overtime or extended work hours as needed.
