Minimum Qualifications Minimum Qualifications for Non-Competitive Appointments:
A Bachelor’s degree and nine years of experience in a field related to environmental conservation, protection, or natural resources; at least four years of which must be managerial. Managerial experience must include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives.
NOTE: A Master’s Degree may be substituted for one year of the non-managerial experience and a Ph.D. may be substituted for two years of the non-managerial experience.
Duties Description The incumbent will serve as the Director of the Division of Environmental Remediation and is responsible for management of environmental cleanups (under the State Superfund Program, Federal Superfund Program, Brownfield Cleanup Program, Environmental Restoration Program, and Voluntary Cleanup Program); hazardous waste management (under the Federal RCRA Program and the State Environmental Conservation Law); regulation of bulk storage (including petroleum bulk storage facilities, major oil storage facilities, and active chemical bulk storage facilities); environmental radiation regulation; and spill response. The Director advises the Deputy Commissioner of Environmental Remediation and Materials Management and the Commissioner of the Department of Environmental Conservation on the formulation of policy relative to the Department’s responsibilities for statewide management of the Division’s programs. He or she participates in formulating new legislation and regulations in the above-mentioned areas and takes appropriate action to secure compliance with existing law and regulations. The Director supervises the activities of the Bureaus within the Division and of staff in the nine regional programs working on matters relating to the above-mentioned areas. He or she coordinates with and, when appropriate, participates in the activities of the state, interstate, and federal agencies and the compacts, commissions and boards concerned with matters addressed by the Division’s programs. The Director performs all other executive functions required for the effective management and administration of the Division’s programs including budgeting and planning, program evaluation, performance evaluations, and reporting.
Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel, overtime, and overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response and available to respond to after- hour’s emergencies.
