Job Specifics
Minimum Qualifications A Bachelor’s degree and eight years of experience in a field related to environmental conservation, protection, or natural resources; at least three years of which must be managerial. Managerial experience must include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives.
NOTE: A Master’s Degree may be substituted for one year of the non-managerial experience and a Ph.D. may be substituted for two years of the non-managerial experience.
Duties Description The Division of Operations serves as the centralized support service unit to design, build, operate and maintain the department’s infrastructure. Engineering and technical functions are consolidated in the Central Office, while day-to-day operating and maintenance services are provided through regionalized staff across the state.
The department’s infrastructure, consisting of over 1,900 facilities on over 4 million acres of land, is geographically dispersed statewide. Samples include: boat launch sites, game farms, offices, wildlife areas, flood protection facilities, education centers, fish hatcheries, campgrounds, summer residential camps for children and much more. The Division is made up of six bureaus: Design & Construction; Environmental Education; Maintenance and Technical Services; Office Services; Recreation; and Transportation Services.
The Director advises the Deputy Commissioner for Administration, Executive Deputy Commissioner and Commissioner on the formulation of policy relative to the Department’s responsibility for statewide management of the Division’s programs.
•Provides general direction, supervision and approval of all policy issues originating within the Division of Operations. Within overall Department policy, the incumbent establishes the division’s mission and sets goals, objectives and priorities for the Division and assures that these goals, objectives and priorities are met; coordinates the efforts of the six Bureaus within the Division to insure that there is no duplication of effort but that all activities necessary for the effective management of Departmental operations are carried out in an efficient manner. Also prepares long-range plans for future Division activities and priorities.
•Consults with other division and Regional Directors to ensure that Regional Operations’ resources are adequate to effect field implementation of Department program initiatives.
•Respond to high level requests for information and/or resolution of problems by legislators, congressional representatives, local government officials, and recreation organizations, groups and associations.
•Exercises management level judgement and renders policy decisions on major problems and issues regarding allocations of Operations’ resources and recreational matters. This requires negotiations and consultations with Department Division and Regional Directors, and management level staff in other State Agencies such as the Office of Parks, Recreation and historic Preservation, Departments of Transportation, Correctional Services, Labor, and Economic Development, the Division of the Budget, and the Office of General Services.
