Job Specifics

Duties Description Manage and supervise the planning section and associated staff within the Bureau of Planning and Facilities Management for the advancement of facility unit management plans, data collection and state land master plan compliance. Ensure the protection of natural resources are being provided. Further efforts to address Forest Preserve overuse and carry capacity issues while promoting and developing recreational opportunities within the Division’s managed lands.

Manage higher level environmental planning and review procedures. Ensure regulatory and jurisdictional compliance with programmatic obligations under SEQR, including development, and completion of supplemental environmental assessments (EAFs) and ensuring the State Land Project Consultation requests are filed, and other permit and wetland reviews are completed.

Coordinate and verify the Bureau’s responsibilities under CP78 are achieved for all divisional Forest Preserve projects. This will involve a detailed understanding of the evolving Forest Preserve work plan landscape, provide interpretation and technical guidance of policy implications on specific projects and ensure the maintenance and construction needs of the Division’s facilities and infrastructure are met in order to protect health and safety of the public and deliver the recreational goals of the Division.

Serve as Spatial Data/GIS lead for the Planning Unit. Facilitate day-to-day management of the Bureau’s GIS databases, mapping products and Divisional obligations. Coordinate integration of the Unit’s GIS data with the Data Systems and Accessibility Units and look to explore further opportunities to integrate parallel systems.

Develop and conduct presentations, workshops, and training sessions for program staff and /or regulated community.

Work with higher level staff, regional directors, managers, APA and other intergovernmental organizations to provide support and negotiate issues or interpretations to advance Bureau and Divisional goals.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or

Transfer Eligible - One year of permanent competitive service at salary grade 21 or higher and eligible for transfer under Section 70.1: One year of permanent competitive service as a Biologist 2 (Ecology), Coastal Resources Specialist 2, or Environmental Program Specialist 2.

Additional Comments Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.
