Job Specifics

Duties Description Under the supervision of the Park Operations Manager 3, M-3 or designee, the Professional Engineer 2 (Civil) will be assigned as the first in command for the Regional Maintenance Department within Allegany State Park Region and will oversee lower-level managers, provide leadership, delegated approval authority and program oversight across regional maintenance and construction projects, and facility operations. Duties will include, but are not limited to:

• Directs, administers, and coordinates region-wide civil engineering, facility maintenance, and Department of Public Works (DPW) style infrastructure programs at all regional parks and facilities.

• Independently plans, directs, and manages regionally funded maintenance and construction projects.

• Supervises, evaluates, and assigns work to lower-level technical and managerial staff.

• Holds primary regional approval authority for the technical engineering review and final sign-off of work orders, project plans, technical specifications, contract change orders, design variances, and payment certifications.

• Serves as the regional contact for state and federal regulatory compliance, including NYS Part 753 “Dig Safe” (Call 811) ticket processing, NYS Department of Health potable water rules, NYS DEC environmental permits, and building codes.

• Provides overall technical and managerial direction for the operation, maintenance, and major rehabilitation of critical infrastructure, including high-voltage electrical distribution, water and wastewater treatment facilities, highways, bridges, and building structures.

• Establishes regional infrastructure priorities, prepares annual capital and operational engineering budget estimates, monitors project expenditures, and authorizes the use of regional funds for maintenance and minor construction projects in consultation with the Regional Director.

Minimum Qualifications FOR PERMANENT APPOINTMENT:
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list for this title.

70.1 Transfer Qualifications:
Candidates must have one year of permanent competitive or 55b/c service as a Transportation Maintenance Engineer 1 (Waterways) OR as a Professional Engineer 2 with one of the following parenthetical title designations: Civil/Construction, Civil/Geotechnical, Civil/Materials, Civil/Structural, Civil/Transportation, Electrical, Environmental, Industrial, Mechanical, Mechanical/HVAC AND possess a New York State Professional Engineer’s license and current registration.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. A comprehensive list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.

FOR PROVISIONAL APPOINTMENT:
In the absence of a viable eligible list with three or more candidates willing to accept appointment a provisional appointment may be considered. For a provisional appointment candidates must have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Professional Engineer 1 (Civil) AND possess a New York State Professional Engineer’s license and current registration. The appointed candidate must take, pass and be reachable on the next holding of the examination to be appointed permanently.

FOR PERMANENT APPOINTMENT VIA SECTION 52.7 (NCP):
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion (NCP) to the position of Professional Engineer 2 (Civil) in the Central Region, Capital Bureau.

A permanent appointment may be made via NCP of an applicant from the established promotion field who meets the position's minimum qualifications if all requirements of an NCP are met. Said requirements include that there three or fewer qualified candidates from within the promotion field interested in the position who meet the promotion minimum qualifications.

The promotion field for the Professional Engineer 2 (Civil) position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Professional Engineer 1 (Civil) AND possess a New York State Professional Engineer’s license and current registration.

Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Professional Engineer 2 (Civil) promotion exam.

FOR PROMOTIONAL APPOINTMENT:
New York State Professional Engineer’s license and current registration, and one year of service as a Professional Engineer 1 (Civil)

Additional Comments The posted hiring rate includes the sum of the statutory hiring rate for PS&T Grade 27 ($111,708) and Geographic Pay Differential ($7,000). The posted job rate is the sum of the statutory job rate ($137,590) and Geographic Pay Differential ($7,000).

Operational Needs:
Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.

At the time of appointment and as a condition for continued employment, you must possess a New York State Professional Engineer’s license with current registration.
