Job Specifics

Duties Description Under the direction of a Manager of Information Technology Services 2 (MITS2), SG-29, the Manager Information Technology Services 1 (MITS1), SG-27, will act as the Product Portfolio Manager and will be responsible for overseeing the management and strategic direction of a portfolio of digital products and shared services within WebNY. This position provides direct supervision, coaching, and guidance to product managers and helps ensure products align with organizational priorities, agency needs, and established product management practices.

The Product Portfolio Manager (MITS1) works across product, engineering, design, business operations, and other WebNY functions to establish product direction, coordinate priorities, identify dependencies, and support successful delivery across the portfolio. This position strengthens product management practices while giving individual product managers the autonomy needed to lead their products effectively.

Specific duties shall include but are not limited to:

•Provide direct supervision, coaching, and professional development for Product Managers responsible for WebNY products and services.
•Establish and maintain consistent product management practices, including product strategy, roadmaps, prioritization, discovery, stakeholder engagement, and outcome measurement.
•Work with Product Managers and WebNY leadership to establish product direction and ensure roadmaps align with organizational priorities and agency needs.
•Review product performance, risks, dependencies, resource needs, and major delivery issues across the portfolio and help resolve issues that span multiple products or teams.
•Support Product Managers in developing business cases, evaluating new opportunities, defining product scope, and making product lifecycle recommendations.
•Coordinate with engineering, design, platform, business operations, and other functional leads to ensure products have the resources and support necessary for successful delivery.
•Build strong relationships with agency stakeholders and WebNY leadership to understand emerging needs and identify opportunities for shared digital products and services.
•Promote a product-oriented culture focused on user needs, measurable outcomes, continuous improvement, and long-term product sustainability.

Minimum Qualifications Eligible for a transfer under Section 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
