Job Specifics

Duties Description Under the direction of the Manager Information Technology Services 1, SG-27, within the Digital Transformation Office (DTO) in the Geospatial Services Bureau, Data Services Section, the Information Technology Specialist (ITS) 4, SG-25, will be the lead technical and management specialist responsible for maintaining a collection of NYS Agency geospatial data (data improvement role). They will manage the teams and systems producing the NYS GIS Clearinghouse. The ITS 4 engages with NYS Agencies to ensure their critical geospatial datasets are part of a managed collection which is available to the Office of Emergency Management within NYS Division of Homeland Security and Emergency Services (DHSES). This role supports the Clearinghouse by coordinating with numerous NYS, Federal, and Local agencies to provide public access to a larger collection of geospatial data and applications. The ITS 4 must maintain a high level of technical skills to ensure geospatial data processing tools and geospatial web platforms are used efficiently and effectively to meet NYS needs. The ITS 4 will collaborate with numerous groups inside and outside of the Bureau, with a responsibility to ensure the collaborative efforts meet consistently high standards of quality and functionality.

Specific duties shall include but are not limited to:

•Manage the NYS GIS Clearinghouse and Data Improvement Programs.
•Coordinate with other Bureau staff and their teams on Clearinghouse updates.
•Evaluate and communicate technical capabilities related to data sharing platforms.
•Support the deployment of applications and web services.
•Maintain technical documentation and change records for data updates and publishing of web services.
•Supervise Data Improvement staff for routine data maintenance as well as completing requests from dedicated support teams for client support.
•Manage and publish all critical infrastructure data on local file system as well as the file system at the NYS Office of Emergency Management.
•Maintain updated scripts for Data Improvement work.
•Support deployment and troubleshooting activities across environments; assist in resolving defects and operational issues.
•Serve as lead on multiple ITSM notification groups, triaging requests and incidents to direct them appropriately.

Minimum Qualifications Eligible for a transfer under Section 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
