Duties Description Under the general direction of the Manager Information Technology Services 2, SG-29, Manager of Digital Operations within the Digital Transformation Office (DTO), Project Manager 3, SG-25, Deputy of Digital Operations, serves as a senior program and portfolio management resource. The position is responsible for integrating executive direction, agency demand, project intake, workforce capacity, financial and procurement considerations, governance, and operational follow-through so that complex digital initiatives and organizational priorities can move from concept to executable work. The incumbent independently manages multiple concurrent projects, programs, and organizational workstreams that span product, design, engineering, operations, business functions, enterprise support organizations, and external agency stakeholders.

Specific duties shall include but are not limited to:
•Independently plan, manage, and coordinate multiple concurrent small-to-medium projects and major workstreams within larger enterprise initiatives, ensuring scope, schedules, resources, risks, dependencies, deliverables, and stakeholder commitments remain aligned.
•Establish integrated work plans and governance structures for initiatives that cross organizational, technical, business, and agency boundaries; determine appropriate sequencing, decision points, escalation paths, and management visibility.
•Maintain portfolio-level awareness of active and emerging work, competing priorities, resource constraints, critical dependencies, and commitments, and provide leadership with clear recommendations when tradeoffs or reprioritization are required.
•Administer and continuously improve the front-end process by which new requests, executive priorities, agency needs, and internal initiatives are evaluated and converted into actionable work.
•Develop or coordinate project charters, scope statements, implementation approaches, effort and resource estimates, schedules, cost assumptions, proposal materials, and approval-routing packages required to move work into delivery.
•Coordinate the transition from early-stage planning and funding decisions into staffed delivery, ensuring unresolved assumptions, risks, approvals, and dependencies are visible to the receiving teams.
•Serve as deputy to the Digital Operations lead and provide continuity of leadership for assigned operational and program-management functions, including prioritization, cross-functional coordination, escalation, and follow-through.
•Coordinate work across operational portfolios and shared-service functions to ensure enterprise tools, services, procurement activities, administrative processes, and project-support responsibilities remain aligned with CDO priorities and service expectations.
•Directly supervise assigned professional, technical, administrative, and contractor staff; assign and prioritize work, establish expectations, monitor progress, provide coaching and feedback, and address workload or performance concerns in accordance with applicable policies.
•Develop staff capability through role clarification, cross-training, knowledge transfer, succession/backup planning, and exposure to broader organizational context and priorities.
•Balance day-to-day operational responsibilities with project and portfolio demands, identify capacity risks, and recommend staffing, redistribution, or escalation strategies when existing resources are insufficient.
•Translate executive direction and time-sensitive leadership requests into clear deliverables, owners, timelines, decision points, and follow-up actions across CDO and partner organizations.
•Synthesize complex project, technical, financial, workforce, and operational information into concise executive briefings, decision materials, analyses, recommendations, and status updates.
•Track leadership decisions and commitments through implementation, surface unresolved issues, and ensure necessary follow-up is completed across responsible groups.
•Lead or coordinate workforce-capacity analysis supporting project delivery and organizational planning, including staffing levels, role/capability mix, vacancies, consultant utilization, succession/coverage, and future-state needs.
•Develop and maintain decision-ready views of positions, reporting relationships, organizational structure, hiring and promotional priorities, and workforce changes; reconcile conflicting source information and coordinate with Human Resources and leadership as needed.
•Support position planning and staffing actions by preparing analyses and documentation, tracking approval paths, and ensuring organizational decisions are accurately reflected in operating records and management plans.
•Prepare or coordinate cost estimates, funding assumptions, budget inputs, and financial decision material; reconcile gaps and questions with leadership, Finance, program owners, and other responsible parties.
•Coordinate procurement and vendor-related activities that affect project or service delivery, including requirements, renewal planning, timelines, contract dependencies, vendor information, and approval routing, while preserving decision authority assigned to designated procurement and financial officials.
•Design, administer, and improve management systems used to govern intake, projects, staffing, commitments, dependencies, risks, decisions, and executive follow-through, including work-management platforms, dashboards, trackers, templates, standard operating procedures, and reporting mechanisms.
•Establish clear ownership models, operating cadences, escalation paths, documentation standards, and controls that improve consistency, accountability, transparency, and continuity across CDO work.
•Coordinate resolution of cross-functional issues and dependencies, including those that require multiple business or technical groups to act in sequence or that lack a clear single owner.

Minimum Qualifications Eligible for a transfer under Section 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
