Duties Description The New York State Education Department’s Office of Education Policy is seeking qualified candidates for the position of Supervisor in Education of Children with Disabilities within the recently established Federal Grants Office which is responsible for the administration of more than $3 Billion in federally funded grant programs each year. The Federal Grants Office is responsible for supporting the effective and compliant administration of federal education programs across New York State.

The incumbent will provide leadership and oversight for the administration and implementation of programs funded under the Individuals with Disabilities Education Act (IDEA). The Supervisor will lead a team of Associates in Education of Children with Disabilities responsible for IDEA grant application review, technical assistance, program monitoring, and other activities designed to support Local Educational Agencies (LEAs) in meeting federal program requirements and effectively serving students with disabilities. Duties of this position include, but are not limited to, the following:

• Directly supervise a team of Associate’s in Education of Children with Disabilities responsible for the review and tracking of IDEA applications, data collection, and completion of IDEA monitoring reports;
• Provide technical assistance to LEAs regarding the implementation of IDEA program policies and requirements;
• Coordinate the annual update of the IDEA application and support the delivery of technical assistance and information to the field;
• Collaborate with the Fiscal Unit to support an efficient process for reviewing and processing IDEA applications;
• Participate in the review and approval of IDEA applications;
• Participate in IDEA on-site monitoring activities;
• Collaborate with other NYSED program offices to support coordinated implementation of IDEA initiatives;
• Regularly review team protocols and procedures and recommend improvements;
• Provide staff with guidance, assistance, and information necessary to meet established timelines and program requirements;
• Participate in professional development related to the supervision of staff; and
• Comply with office policies and procedures.

Minimum Qualifications Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor in Education of Children with Disabilities.

PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:

• Experience supervising, leading, or supporting professional staff, including establishing priorities, monitoring workload, and providing guidance and feedback;
• Experience with the Individuals with Disabilities Education Act (IDEA) and federal requirements related to the education of students with disabilities;
• Experience administering, overseeing, or monitoring federal or State education grant programs;
• Experience reviewing grant applications, budgets, program documentation, or other materials for compliance with federal or State requirements;
• Experience providing technical assistance, training, or guidance to local educational agencies (LEAs) or other educational organizations;
• Experience developing or implementing policies, procedures, guidance documents, or monitoring protocols;
• Experience collaborating across programmatic and fiscal teams to support effective grant administration;
• Strong written and verbal communication, organizational, analytical, and problem-solving skills; and
• Ability to manage multiple priorities and ensure that established timelines and program requirements are met.

Additional Comments This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of certification will be required at the time of interview for all candidates. Candidates are required to possess a New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist at the time of hire. Continued employment as a Supervisor in Education of Children with Disabilities is dependent upon maintaining New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist. Failure to maintain New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 30% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $144,422 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
