Job Specifics
Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for an Administrative Specialist 2 position in the Albany, Malone, Mid-Hudson, Southern Tier/Binghamton, or Utica District Office. Under the Direction of the Regional Coordinator, duties of this position provide oversight of a multi-office region and include, but are not limited to, the following:
• Supervise staff in the district offices within the region;
• Prepare and maintain budgets and expenditure plans by ensuring approvals and all rules and regulations that govern the procurement process are in place for the district offices within the region;
• Serve as the office liaison with vendors when there are higher level issues to be resolved;
• Review and implement training of staff and vendors;
• Meet with other regional and central office staff to standardize policies, procedures and internal controls;
• Approve purchases and requisitions, assign approved expenditures to programs, and maintain records of purchases;
• Manage office needs, which include, but not limited to, equipment tracking and surplus review for damaged material; and,
• Assist with human resources activities for district offices within the region.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 2.
Eligible List Appointment (Administrative Specialist 2): Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of eligible list placement or current position will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires 50% statewide travel.
Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $114,585 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
