Job Specifics

Duties Description This position is located in the eFMAP/data unit of the Medicaid Financial Management, Division of Administration, NYS Department of Health.

The Principal Accountant will have primary responsibility for the following critical functions:

- Identifying weaknesses and gaps in underlying systems (eMedNY, MDW, Tableau). (E.g.: system-generated reports do not provide the data needed to conform to newly released federal reporting requirements.)

- Designing solutions (E.g. articulating the modifications to the reports needed to conform to the Federal requirement.)

- Developing solutions in collaboration with other staff in Finance, Program and Systems (E.g. modifying the asks in consideration of system or other limitations)

- Implementing and testing such solutions (E.g. confirming that the data reported matches the data expected)

- Performance of the quarterly Federal Test, to evaluate State compliance with requirements to maintain eligibility for enhanced Federal Medicaid Assistance Percentage (eFMAP) funds, totaling $4.6 billion annually

- Acting as a liaison between the state and local districts for all matters associated with statutory annual contributions

- Supervising a team of accountants in support of the above functions

Minimum Qualifications Reassignment:
Current New York State Department of Health employee with permanent or contingent-permanent status as a Principal Accountant, Grade 27.

Permanent Transfer:
New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Principal Accountant under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications: In addition to meeting the minimum qualifications of the position, it is preferred that the incumbent have the following abilities and qualifications:

• Knowledge of governmental accounting standards, the OSC GFO and Fund Classification Manual, or other similar federal or state government compliance requirements.

• Ability through technical skills to parse data sets and identify pertinent information and possess an ability to communicate results through oral and written communication in a manner that is easy to read, and understandable to those without an accounting background.

• Experience using the Statewide Financial System.

- Experience with the Medicaid program
