Job Specifics
Duties Description The Processing and Shared Services Bureau consists of the following units:
• Document Imaging
• Liability Correspondence
• Return Data Management (RDM)
• Returns Processing Center (RPC)
• Returns Processing Center Support (RPCS)
Under the supervision of a Taxpayer Services Specialist 2, the incumbent will supervise and provide technical assistance for the day-to-day activities of a unit whose function is to perform high speed document processing, remittance depositing, data entry, electronic form insertion, and exception work for multiple taxes. Activities include but are not limited to the following:
• Provide guidance to a team and/or other subordinate staff who process taxpayer return filings or payments and may individually handle more complex cases.
• Effectively communicate information, by correspondence or telephone to ensure the accurate processing of taxpayer filings or payments with internal and external stakeholders.
• Supervise Unit and individual work. Assign work, evaluate, and monitor staff productivity, work performance, and time and attendance using existing quality assurance procedures.
• Write performance evaluations and assist in disciplinary actions as necessary for subordinate staff.
• Identify improvement opportunities and work with the employee to develop knowledge, skills, and abilities.
• Provide staff with technical assistance, guidance, and training in the methods, processes, policies, and procedures used to data capture and process the various types of return filings and payments of the Unit.
• Assist in the development and implementation of new or revised procedures.
• Identify training needs and may personally develop and conduct formal classroom, video, or on-the-job training for staff.
• Evaluate and monitor unit workflow to ensure unit and bureau quality and timeliness objectives are met.
• Identify trends, delays and problem areas from production reports and inform unit management of findings.
• Create written and oral reports and spreadsheets for management.
• Adhere to the Department’s time and attendance rules and regulations.
• Perform with the highest level of integrity, acting within the Department’s code of conduct, state ethics laws and department policies.
Minimum Qualifications Eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.
