Job Specifics

Duties Description Serving as the Bureau Manager of Patient Advocacy Unit and staff, the Addictions Program Specialist 4 will:

• Supervise Patient Advocacy staff and coordinate all staff and patient contacts, analyses and follow-up activities.

• Develop and oversee administrative/management and follow-up procedures that facilitate and support patient advocacy/patient rights initiatives, in collaboration with other OASAS units.

• Advise and assist providers with patient rights policies and procedures to support and promote quality treatment services for patients.

• Develop/oversee information and data systems for screening, assessing, recording, and reporting complaints/inquiries from patients and staff for documenting/tracking progress on follow-up.

• Serve as Bureau liaison to various OASAS initiatives, including Waiver Committee, various Regulatory Workgroups, and other inter-bureau groups, as requested.

This position requires travel (approximately 5%) occasionally to areas that may not be served by public transportation.

Minimum Qualifications Permanent status as an Addictions Program Specialist 4 and interested in reassignment; or reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 4; or eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law (i.e. Associate Budget Examiner, Chief Budgeting Analyst, Principal Administrative Analyst, Principal Municipal Financial Analyst and other titles).

Provisional or Non-Competitive Promotion* (NCP): Must have two years of permanent or contingent permanent service as a permanent competitive or 55-b/55-c service as an Addictions Program Specialist 2 or Addictions Program Specialist 2 (Gambling), or one year of permanent or contingent permanent service as a permanent competitive or 55-b/55-c service as an Addictions Program Specialist 3.

*Non-Competitive (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.

* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
