Job Specifics
Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education (ACCES) is seeking candidates for a Manager Educational and Vocational Services Coordination 3 position in the Albany VR Central Office. The incumbent will report directly to the Assistant Commissioner. Duties of this position include, but are not limited to, the following:
• Provide direct supervision over the Policy, Training, Business Services, Independent Living, and Staff Recruitment, Development units;
• Oversee the work of the management teams that supervise these units to ensure ACCES-VR’s District Office staff are provided with the support and assistance needed to implement the requirements of the federal VR program within NYS;
• Develop and implement performance evaluations and accountability standards for managers and their respective units to ensure alignment with ACCES-VR’s mission and compliance with federal and state regulations;
• Facilitate collaboration between Policy, Training, Business Services, Independent Living, and Staff Recruitment, Development and District Office Support teams to streamline efforts and promote best practices across District Offices;
• Conduct regular assessments of the work and initiatives of each team to evaluate their effectiveness in supporting ACCES-VR staff. Identify areas for improvement, and report on outcomes to senior leadership;
• Oversee the development and rollout of new policies, procedures, and training modules to keep staff updated on the latest federal and state requirements, ensuring that district offices maintain compliance and high service standards;
• Work with the recruitment and development team to identify staffing needs and develop strategies for recruitment, retention, and professional development that align with program objectives and support a strong organizational culture;
• Engage with key stakeholders, including local businesses, nonprofit organizations, and government agencies, to build partnerships that enhance vocational and independent living opportunities for program participants; and
• Collaborate with the training manager to design and deliver ongoing professional development opportunities for district office staff, addressing both technical competencies and soft skills to improve service delivery as well as improve ACCES-VR’s federal performance and enhance customer service within ACCES-VR.
Minimum Qualifications Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service in/as an Assistant District Manager Vocational & Educational Services, and Associate Vocational Rehabilitation Counselor.
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Manager Educational & Vocational Services Coordinator 2 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require supervision of staff. This position will require 50% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $145,682 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
