Job Specifics
Duties Description The Data Architect will serve as the enterprise data authority for the New York State Board of Elections, overseeing the design, governance, and operation of a Google BigQuery–based data warehouse supporting analytics, reporting, and research activities. Reporting to senior IT leadership, this position is responsible for ensuring the integrity, accessibility, and performance of organizational data sourced from multiple operational systems.
The role includes architectural oversight of data ingestion from Salesforce and ASP.NET / Microsoft SQL–based applications using MuleSoft, direct connectors, APIs, or other approved integration mechanisms. The Data Architect will also provide analytical leadership, investigate data anomalies and trends, and supervise a Data Analyst who assists in reporting, visualization, and research activities.
Key Responsibilities
Enterprise Data Architecture & Governance
• Design, implement, and maintain the enterprise data architecture for a Google BigQuery–based data warehouse, including logical and physical data models, schemas, and partitioning strategies.
• Establish and enforce data governance standards, including data quality, metadata management, retention, lineage, and access controls.
• Define canonical data models and standards to ensure consistency across disparate source systems.
Data Integration & Ingestion
• Oversee the ingestion of data from Salesforce applications, ASP.NET applications, and Microsoft SQL Server databases into BigQuery.
• Coordinate the use of MuleSoft, native connectors, APIs, or other ETL/ELT tools to support secure, reliable, and scalable data pipelines.
• Work with application owners, developers, and vendors to define data extraction, transformation, and loading strategies that minimize operational impact.
• Support data migration and legacy system sunset efforts by ensuring historical data is accurately preserved and accessible in the warehouse.
Analytics, Research & Anomaly Investigation
• Provide architectural and analytical guidance for enterprise reporting and analytics initiatives, including dashboards, ad hoc analysis, and trend reporting.
• Research and analyze data anomalies, inconsistencies, or unexpected trends; perform root cause analysis and recommend corrective actions.
• Partner with program, policy, and legal stakeholders to support data-driven research and decision-making.
• Ensure analytical outputs are reproducible, auditable, and aligned with data governance policies.
Supervision & Collaboration
• Supervise and provide technical direction to a Data Analyst responsible for reporting, visualization, and exploratory analysis.
• Review analytical methodologies, SQL queries, and data products for accuracy, performance, and compliance with standards.
• Collaborate with IT infrastructure, security, application development teams, and external vendors to ensure alignment across systems.
Security, Compliance & Operations
• Work closely with the SBOE Chief Information Security Officer (CISO) and Secure Elections Center to ensure data security, privacy, and compliance with NYS cybersecurity and election integrity requirements.
• Implement role-based access controls, audit logging, and data masking as appropriate within BigQuery and associated analytics tools.
• Participate in architecture reviews, change control, and release management processes affecting data platforms.
• Develop and maintain detailed technical documentation, including architecture diagrams, data dictionaries, and operational procedures.
Minimum Qualifications Minimum Qualifications
• Experience designing and managing enterprise data warehouses or large-scale analytical data platforms.
• Strong knowledge of relational and analytical data modeling concepts.
• Experience integrating data from multiple operational systems using ETL/ELT tools, APIs, or middleware platforms.
• Proficiency in SQL and data analysis techniques.
• Experience working in a regulated, public-sector, or compliance-driven environment.
• Demonstrated ability to lead technical work and oversee analytical staff.
Preferred Qualifications
• Hands-on experience with Google BigQuery and Google Cloud Platform (GCP) data services.
• Experience integrating Salesforce data and Microsoft SQL Server–based systems into cloud data warehouses.
• Familiarity with MuleSoft or similar enterprise integration platforms.
• Experience with analytics and visualization tools such as Looker, Tableau, or equivalent.
• Knowledge of data governance frameworks and best practices.
• Prior experience supporting election, campaign finance, or other public integrity data systems.
