Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of the Director of Human Resources 5, Project Manager 3 will be responsible for the implementation and development of cutting-edge technology to assist with the changing demands of the Office of Information Technology (OITS) and the OITS Human Resources Office. The incumbent will complete project deliverables and be responsible for oversight of numerous projects within Human Resources. Projects include on-going and new projects. The incumbent’s duties include but are not limited to the following:
• Manage and direct high priority, complex and cross-functional projects, particularly those with high visibility and risk as well as those of a medium size or larger.
• Collaborate with cross-functional teams to develop detained scope statements and project requirements for complex projects by eliciting business goals, information needs, and relative priorities from stakeholders, Subject Matter Experts (SMEs) and end users.
• Identify risks and their potential impact on the project. Propose ways to mitigate the identified risks.
• Collaborate with upper-level managers on the creation/updating of the project methodologies adhered to by the Office of Human Resources.
• Develop and manage project schedules including identifying and arranging timelines for project deliverables, milestones and required tasks.
• Conduct evaluations and make recommendations on proposed business changes to ensure the comprehensiveness of the suggestions as well as the impact on current processes.
• Contribute to the project status and prioritization meetings to document progress, identify issues and resolve problems.
• Plan and conduct project analysis sessions with upper-level managers and OITS staff.
• Compile detailed project reports and communication plans to ensure that all stakeholders from the executive level to front line staff, as well as the general public, are informed as needed.
• Provide periodic written and/or verbal reports to the supervisor regarding the status of ongoing projects including timelines and delays.
• Identify and evaluate resource alternatives and potential solutions in a way that balances agency needs with fiscal and regulatory limitations.
• Authorize changes to project schedules and communicate these to the appropriate stakeholders once approved.
• Conduct training and mentor agency staff on high level project management topics such as project scheduling, quality management and control, change management, and mitigating risks.
• Performs the full range of supervisory duties.
Minimum Qualifications Eligible for a lateral transfer or for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
