Job Specifics

Duties Description As an Investigative Officer 3 Public Work Wage overseeing Field Investigations in the district offices, under supervision of an Investigative Officer 4 Public Work Wage Grade 25, you would supervise subordinate staff including: Investigative Officer 2's Public Work Wage Grade 20 and Office Assistant 1's (Keyboarding) Grade 6.

Incumbents would oversee and coordinate the following:

• Assignment of cases/investigations to staff;
• Case investigations and resolutions;
• Case review with the investigators;
• Implementation of training programs for staff;
• Training of Investigative Officer 2 Public Work Wage investigators
• Field training for new investigators;
• Collection of collective bargaining agreements by the district offices for the annual publication of the wage schedule;
• Updating of the wage schedule in the Prevailing Wage Schedule (WPP) system by the district offices each year;
• answer daily phone calls and e-mails from public work participants (public owners, employers, architects, etc.) and give prevailing wage applicability opinions on behalf of the Director;
• Travel to district offices for routine visits and review of district offices for compliance with Division policies and procedures;
• Travel, multiple days/nights, for training purposes, not to exceed one week at a time;
• Attend meetings of industry stakeholders both in person and virtually.

The Regional Office Investigative Officer 3 Public Work Wage may also represent the Bureau’s Director on a variety of workgroups and other Department initiatives.

NOTE: Travel is required.

Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Investigative Officer 3 (Public Work Wage); if you have less than one year, you must be reachable on the current Investigative Officer (Public Work Wage) eligible list for this location, if one exists.

52.7 Non-Competitive Promotion (NCP) Qualifications: (DOL Employees Only)
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Investigative Officer 2 (Public Work Wage). If 3 or fewer qualified Department of Labor Investigative Officer 2 (Public Work Wage) respond, Civil Service may approve the permanent appointment of one of the qualified Investigative Officer 2 (Public Work Wage) without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Provisional Qualifications: (DOL Employees Only)
To be eligible candidates must be a qualified Department of Labor employee and have one year or more of permanent, contingent-permanent or 55 b/c service as an Investigative Officer 2 (Public Work Wage). The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.

Additional Comments This position may require a fingerprint background check prior to appointment.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
