Job Specifics

Duties Description The incumbent will work within the Division of Eligibility and Marketplace Integration, in the Bureau of System Quality Assurance in the Eligibility Systems Modernization Group to provide change management support for the rollout of a new Medicaid eligibility system designed for New York’s Complex Medicaid population, as well as for ongoing continuous improvement activities. The incumbent will supervise, and complete activities related to operational change management. Specific duties include, but are not limited to the following:

Supervise subordinate staff in the completion of project activities and deliverable reviews.
Initiate and complete tasks essential for producing and implementing modifications to business processes. This includes creating and reviewing operational workflows and collaborating with leadership to achieve consensus on organizational changes.
Identify stakeholders and business areas affected by changes and assist in the implementation of new business processes.
Coordinating and facilitating workgroup sessions with stakeholders to confirm, amend or develop new business processes.
Assisting in defining process improvements by identifying gaps in policies, processes, and systems, while applying knowledge and experience of Medicaid regulations and program policies to system design and related business processes.
Clearly documenting and communicating changes in business processes to various stakeholder groups through multiple communication channels.
Collaborating with teams of vendors, Department of Health (DOH) staff, and other stakeholders as necessary to elicit, document, analyze, and resolve issues, while providing technical guidance. For instance, the candidate should possess the ability to comprehend complex business processes and convey these concepts clearly in both verbal and written forms.
Reviewing training materials and assisting with the coordination of Medicaid Modernization training activities.
Submitting, tracking, and managing action items related to communications, training, and change management related to the implementation of the new Medicaid eligibility system.
Participate in special projects and Initiatives, as needed.
This role may necessitate User Acceptance Testing (UAT) of system functionality and documenting the outcomes of such testing.
Coordinating project activities and the resolving action items for multiple stakeholder groups.

Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2, G-23.

Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2, G-23.

Preferred Qualifications: Candidates should possess professional experience in public health insurance programs. Additionally, candidates must demonstrate exceptional verbal and written communication abilities; robust analytical skills along with meticulous attention to detail; strong organizational capabilities; proficiency in Microsoft Office applications (Word, Excel, Access); the capacity to work effectively both independently and collaboratively within a team, while managing multiple priorities to adhere to deadlines; and familiarity with electronic data systems utilized in public health insurance programs. Experience with eMedNY and NYSOH Back Office is considered advantageous.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
