Job Specifics
Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services (ACCES) is seeking candidates for a Manager Educational and Vocational Services Coordination 1 position in the Albany VR Central Office. The manager will supervise key programs and initiatives, manage contracts and vendor relationships, and provide technical assistance to support ACCES-VR vendors and staff. Duties of this position include, but are not limited to, the following:
• Serve as liaison to colleges nationwide to promote the ACCES-VR traineeship and internship programs;
• Meet with students to promote the ACCES-VR traineeship and internship programs and advise them accordingly;
• Serve on Graduate School Advisory Boards to promote and support the advancement of Vocational Rehabilitation programs;
• Serve as subject matter expert between the District Offices and Central Office on a variety of Vocational Rehabilitation related topics;
• Monitor District Office compliance with ACCES-VR policies and procedures;
• Provide ongoing technical assistance to District Office management teams and professional staff regarding the implementation of department initiatives;
• Review and interpret reports provided by operational systems and Data Unit; and,
• Proactively provide data-driven solutions on issues that are negatively impacting the District Office’s ability to meet the needs of our customers or comply with Federal regulations.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager Educational and Vocational Services Coordination 1.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Associate Vocational Rehabilitation Counselor.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to M-1 (SG 24/25) or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Assistant District Manager Vocational and Educational Services, Associate Vocational Rehabilitation Counselor, or Employment Specialist for Individuals with Disabilities 2. Provisional candidates must take the examination for Manager, Educational and Vocational Services Coordination 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent-permanent or temporary provisional appointment. Provisional candidates must take the examination for Manager Educational and Vocational Services Coordination 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. (Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 30% in-state/Statewide travel.
Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $131,298 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
