Job Specifics

Duties Description Primary duties include 1) monitoring Medicaid's primary care reimbursement structure and impacts on access and developing strategies for improved primary care utilization and 2) assisting with clinical research and decision-making via Medicaid's Internal Benefit Review Committee, assisting with benefit coverage determinations and 3) supervising staff assisting with primary care monitoring.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 3 (Nursing), SG22 and able to meet the minimum qualifications for non-competitive appointment as seen below.

Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: A bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing can substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Experience with Medicaid or other health insurers; experience with healthcare reimbursement; a strong understanding of primary care in New York State.

Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T ($93,178 - $104,230) plus an additional Geographic Pay Differential of $20,000.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
