Job Specifics
Duties Description Reporting to the eMedNY Assistant Director, the Business Systems Analyst 4 will serve as the eMedNY Project Management Office (PMO) manager in the New York State of Health’s Division of Systems (DOS). The incumbent of this position will be responsible for managing the activities of the project management office (PMO) to ensure project objectives are met and aligned with vendor contracts and DOS goals. Specific duties include, but are not limited to:
Directing, coordinating, and managing all activities of project staff (BAs and PMs) to ensure project objectives are met.
Establishing and maintaining project management and business analysis standards, processes, and best practices, ensuring that projects are executed efficiently.
Promoting PMO maturity to increase efficiency and effectiveness in processes, stakeholder and vendor management.
Supervise, manage, and mentor the functional area leads and oversee all other PMO staff to maximize staff time, effort, skills, and strengths while actively supporting recruitment.
Providing guidance to functional area leads and supervision for their staff to ensure understanding and ownership of systems and processes.
Effectively communicate with eMedNY's director, assistant director, and other senior staff on status and progress of PMO goals.
Communicating complex information and concepts to project sponsors, technical staff, vendors, and project management staff.
Managing vendor deliverables and outcomes to ensure contract compliance.
Overseeing Business Relationship Management (BRM) processes to ensure stakeholder alignment on priorities.
Developing an understanding of the current vendor’s contract to actively manage the eMedNY vendor’s activities.
Participating and developing governance standards and processes within the eMedNY PMO.
Working closely with the eMedNY Operations Manager, Quality Assurance teams, Security leads, and Enterprise architecture teams on project impacts and reviews.
Escalating project risks and issue as needed while providing mitigation strategies.
Managing PMO and vendor resourcing to ensure projects are staffed based on Department priorities.
Developing staff to instill a sense of ownership and understanding of the MMIS system and processes to aid in the increasing of SME type knowledge within the PMO.
Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 4(Health), SG-27; OR current NYS employee with one year or more of permanent or contingent-permanent service in a title at or above G-25 and eligible to transfer under Section 52.6 of the Civil Service Law. Preferred Qualifications: Knowledge of the Business Analysis Body of Knowledge (BABOK) and the Project Management Body of Knowledge (PMBOK). Knowledge of both Agile and Waterfall System Development Life Cycles. Experience managing large scale portfolio of complex projects. Knowledge of governance and intake processes.
Additional Comments Experience in NYS Medicaid of Healthcare or working on with a large health or human services system preferred.
