Job Specifics
Duties Description Provide professional administrative support by evaluating procedures, develop recommendations, and track program processes and effectiveness regarding procurements, grants, and contracts/agreements.
Serve as liaison to Central Office Fiscal Management Services for all Division of Marine Resources contracts, Federal grants, MOU's and IFB processing, project tracking and invoicing.
Lead Division analysis of any potential risk related to internal controls for fiscal management and Administration, supervising fiscal responsibilities, including any problems and challenges, reviewing and analyzing current practices relating to accounts payables, SFS, and purchasing. Maintain and process payable transactions, compile and prepare financial data for budgetary purposes. Train staff on SFS fiscal systems.
Act as backup for the Regional Administrative Specialist 1 with personnel matters, including the Employee Orientation Program.
Provide administrative support for the Division Director and programs as needed.
Supervise Division administrative staff, as necessary.
Handle special projects and assignments, as necessary.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Analyst Trainee 1
Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Administrative Analyst Trainee 2
Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Senior Administrative Analyst
Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and eligible to transfer via Section 70.1 of the Civil Service Law.
