Job Specifics

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The incumbent in this position will supervise one or more CMS1 positions and will perform, but not be limited to, the following duties and responsibilities:
• Issue and monitor State Contracts/spending plans with service provider agencies; using The Statewide Financial System and/or paper contracts
• Prequalify potential vendors as assigned, and monitor status for all grantees
• Monitor and review Vendor Responsibility (Office of the State Comptroller) status
• Prepare and monitor Family Support Services (FSS), Individual Support and Services (ISS) and other contracts to include all required fiscal reports, midterm reviews, spending plan, “close-out” activities
• Monitor all required quarterly and/or annual fiscal and program reports and payments
• Participate in development, review, implementation, and monitoring of Requests for Proposals (RFPs)
• Provide technical assistance in contract and procurement processes, ensuring all control requirements are met, review contract implementation and performance
• Attend statewide forums and trainings as needed and report back to the Regional Team
• Demonstrates awareness of initiatives and organizations that impact on the work of the Regional Office
• Occasional overnight travel is required to support attendance at trainings, meetings and conferences – at times these are in other areas of the state and may require overnight travel
• Maintain Assistive Support Prices
• Meet with Agencies for Contract Modifications as appropriate
• Develop EM/VM/AT contracts and quick pays for approved projects and closeouts once completed
• Other duties as assigned

This position will be filled in one of the following locations: 401 Turin Street, Rome, N.Y. 13440* or 187 N. Concourse, North Syracuse, N.Y. 13212*

Minimum Qualifications Promotion: one year of permanent competitive service as a Contract Management Specialist 1 and reachable on the Civil Service eligible list.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
