Job Specifics

Duties Description The incumbent will serve as a Bureau Director and Deputy Chief Permit Administrator for the Division of Environmental Permits, including managing the Sections within the Bureau of Permit Management. This is a priority DEC leadership position that will focus on identifying permitting efficiencies; developing general permits and other measures to streamline permitting; developing and delivering training and guidance for DEC and the public; and managing the Division’s centralized permit tracking and information management systems.


Specific responsibilities include:

• Establishing the Bureau’s mission and set goals, objectives, and priorities in keeping with DEC policy and assures that these goals, objectives, and priorities are met;

• Coordinating the efforts of the Sections to ensure all activities necessary for the effective management of statewide permitting are carried out;

• Preparing long-range plans for Bureau activities and priorities, in consultation with the Division Director;

• Overseeing the development and implementation of major initiatives and permit policy issues by providing general direction and supervising staff;

• Rendering policy decisions on major problems and issues regarding allocations of resources and program delivery; and

• Responding to high-level requests for information and/or resolution of problems by DEC’s executive office.

Minimum Qualifications Reassignment – Currently in the title and an employee of DEC.
OR

Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.
OR

Transfer Eligible – One year of permanent competitive service at Salary Grade 29/M3 or higher and: Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
