Job Specifics

Duties Description DEC is looking for a new staff member to join the Division of Fiscal Management’s Business Systems Bureau to manage a variety of technical financial projects and oversee DFM data management needs. The new staff member reporting to the Bureau Project Director, will lead a section of the Division of Fiscal Management’s Business Systems Bureau responsible for coordinating all aspects of DFM directed projects as well as projects that require DFM participation. Specific duties shall include but are not limited to:

•Supervising contractor, HBITS and section staff. Including task assignments, task monitoring, and staff development. Prepare performance programs and provide instructions and guidance appropriate to the grade levels of these employees; review their work and prepare annual performance evaluations; approve leave requests; review and approve time and attendance records; and perform miscellaneous tasks associated with the supervision of others;

•Employ Service Contracts and HBITS as necessary; In consultation with Direction, assist in managing the need and execution of service contracts and HBITS as required by the tasks of this bureau that cannot be accomplished with existing staff resources. Plan these needs within funding allocations and within all ITS and OSC governance rules and timelines;

•Oversees business process execution, including developing written guidance / documentation as needed, monitoring compliance, maintaining as needed to ensure they meet Division of Fiscal Management and the Agency’s needs;

•Manage Agency Financial System Integrations; work closely with Programs and other partners to ensure progress and implementation of the projects, including leading structured meetings and identifying/resolving issues on a regular basis;

•Oversees the definition and management of project scopes, objectives, timelines, resource requirements, tasks and reporting, involving all relevant stakeholders;

•Studies existing processes across all business functions to identify opportunities to drive out waste and improve service delivery and process efficiency;

•Designs and implements new innovations, programs, and software rollouts;

•Prepares and presents reports and evaluations defining project progress, problems and solutions;

•Works as hands-on member of project team to implement project objectives;

•Resolves obstacles and manages project changes to achieve project goals;

•Troubleshoots and resolves user problems related to technology project implementations;

•Coordinates internal and external resources to execute projects;

•Communicates directly with programs and vendors to ensure project objectives are met;

•Develops and delivers training on computer software applications as needed;

•Identifies and monitors potential impact of project risk;

•Oversee financial, HR, LATS, Payroll reporting efforts supported by the section. Which includes the development / monitoring / supporting of these Agency reporting needs; upkeeping regular published reporting resources and maintenance of ad hoc and self-service reporting tools for Agency users. Development and upkeep of reporting resources with robust training and instructions on use. Provision of customer service to any Agency user with a need for financial reporting data. Documentation of all processes, procedures and integrations. Direction to staff on routine assignments, schedule, and deadlines associated with reporting needs. Consultation with Bureau and Division direction on data and reporting Gaps, and recommended solutions and improvements.

•Coordinates DFM’s use of Sharepoint and power automate as tools for delivering advanced reporting of the data from the Statewide Financial System (SFS), Human Resources Information System (HRIS), AnalyzeNY, Leave and Attendance Tracking System (LATS).

•Prepare detailed reports on program status, trends, accomplishments, and highlights.

•Ensuring Section Internal Controls stay updated per agency policies and provide excellent, ethical, and professional customer service.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position.
