Job Specifics
Duties Description Reporting to the Lottery Game Director, M3, the Associate Administrative Analyst assists with lottery game strategic planning, performs advanced analysis, collaborates with stakeholders and supervises designated staff. This position is also responsible for working with Lottery Operations Business Systems Analysts to develop and test lottery game and promotion requirement/specifications. This position supervises a Senior Administrative Analyst and Graphic Designer.
Duties include, but are not limited to, the following:
• Works closely with the Lottery Game Director to develop lottery game and promotion strategies and tactics to meet or exceed sales and aid to education projections
• Plans and organizes lottery game and promotion projects to align with overarching business plans
• Researches industry trends, lottery games, promotions and innovations; conducts analysis based on business objectives; makes recommendations
• Assists with the development of research objectives, reviews research methodologies and survey results; identifies opportunities and provides recommendations
• Works closely with Lottery Operations BSAs, Lottery Marketing & Sales staff and vendors to identify interdependencies, develop schedules and establish processes to ensure collaborative efforts meet game and promotion objectives and deadlines
• Conducts advanced analysis, such as cost/benefit analysis, trend analysis, opportunity analysis, game performance analysis and prize structure analysis; provides recommendations based on insights
• Writes periodic reports of game, player and consumer analysis containing findings and strategic recommendations; makes oral presentations to agency officials and other concerned parties to answer questions regarding recommended strategies
• Identifies sales and aid to education optimization efforts; collaborates with stakeholders to develop cross-functional solutions, tactics and communications plans
• Assists with the development of agency policies and leads the development of procedures
• Reviews policies and procedures annually and recommends updates or new policies/procedures; updates or drafts new polices/procedures as directed
• Leads internal controls program for the unit
• Reviews budgets and collaborates with PMO on various funding sources
• Leads contract compliance efforts; ensures contract compliance
• Supervises Senior Administrative Analyst and Graphic Designer and assigns tasks
• Reviews subordinate work to ensure compliance with schedules and project objectives, and for accuracy, completeness and soundness of recommendations
• Provides technical guidance and direction to staff and suggests corrective measures
Minimum Qualifications Permanent Qualification: Candidates must currently be an Associate Administrative Analyst, SG-23 OR be reachable for appointment from the current Associate Administrative eligible list.
OR
Transfer Qualification: Candidates must have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 of the Civil Service Law.
Additional Comments Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
Pre-Employment Restrictions:
The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
