Job Specifics

Duties Description Under the direction of a higher-level supervisor, the Trades Specialist (Plumber & Steamfitter) will perform tasks and projects associated with the maintenance, repair, and installation of various plumbing, heating, ventilation, water, and drainage systems throughout the Palisades region of OPRHP. The incumbent’s duties will include but are not limited to:
• Apply working knowledge of applicable plumbing code regulations of hot water and steam heating systems and control devices, as well as the practices and techniques of welding, brazing, and soldering.
• Apply working knowledge of the principles, methods, materials, tools, and equipment used in the plumbing & steam fitting trade.
• Read, interpret, and work from plans, drawings, and specifications. Understand and carry out written instructions.
• Must have the ability to work independently on assigned plumbing tasks as well as utilize tools, machines, equipment, and materials of the plumbing and steam fitting trade.
• Plan and lay out work including, but not limited to: boiler, heating, and ventilation system operations.
• Diagnose and repair broken pumps, pipes and fixtures, clearing blockages, installing new components, and expanding or modifying existing systems.
• Visually inspect fixtures and equipment and use appropriate test equipment such as pressure and vacuum gauges to determine the cause and location of the problem and make repairs or adjustments as needed.
• Perform upkeep and maintenance of associated tools and equipment as assigned; order supplies and equipment as needed.
• Supervise lower-level employees and train employees on the installation, alteration and repair of pipes, fittings and fixtures of heating, ventilating, heating control, water and drainage systems per specifications and plumbing codes and may be assigned to consult on large scale regional projects.
• Maintain daily activity reports, along with other required written records.
• Communicate effectively with other staff and park patrons in a responsible and courteous.
• Work effectively in a team setting and demonstrate flexibility in tasks.
• Adhere to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.

Minimum Qualifications Four years of full-time experience* in plumbing under a skilled tradesperson which would provide training equivalent to that given in a training, apprenticeship, or equivalent program, or an equivalent combination of experience and training gained by completion of technical courses in plumbing at a school, institute, or branch of the Armed Services; OR successful completion of the two-year Trades Specialist (Plumber & Steamfitter) traineeship or a two-year plumbing training, apprenticeship, or equivalent program *such as the New York State Civil Service Employees Association-Partnership Applied Skilled Trades Traineeship and Certificate Program.*

*Successful completion of the traineeship and the training program includes a total of 288 hours of trade-specific classroom instruction, 45 hours of technical math coursework, 45 hours of technical communications coursework, and 15 hours of blueprint/schematic reading coursework. Coursework must be completed with an average of "C" or better. Additionally, successful completion of the traineeship also includes 4,000 hours of on-the-job training.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Trades Specialis (Plumber & Steamfitter).

Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must complete Confined Space Entry training within the probationary period as a term and condition of employment.
• Must be able to work weekends, holidays and/or evening shifts as needed.
• Must be physically able to perform medium to heavy physical labor as well as stand for prolonged periods.
• Possession of a Refrigerant Recovery Certification is preferred but not required

LOCATION PAY
The hiring rate will be the sum of the statutory hiring rate for CSEA Grade 12 ($50,425) and the Downstate Adjustment ($4,000). The job rate will be the sum of the statutory job rate ($61,548) and the Downstate Adjustment ($4,000).
