Job Specifics

Duties Description Under the general direction of a Program Research Specialist 4, G-27, an Associate Administrative Analyst, G-23, in the Department of Motor Vehicles Data Governance and Analytics unit, would supervise Senior Administrative Analysts or other professional level staff, as well as support clerical staff in conducting studies, analyzing and evaluating organizations or segments of organizations and their work, developing recommendations to assist management in improving the effectiveness and efficiency of programs and operations management and in identifying and solving administrative and management problems. They may also personally perform analysis of the more complex organizational problems; review, coordinate, and update organizational policy, administrative and procedural manuals; assist in the development and implementation of operating systems; and exercise forms design and usage control, with duties including but not limited to:

Consults with management to outline the specific data needs for each research and analysis project.

Determines the kinds of information needed and the data sources and collection methods to follow.

Plans the study or investigation and develops and issues instructions covering the steps to be followed in carrying out the plan.

Develops data analysis approaches that incorporates data mining, statistical methods and procedures and computer modeling techniques to ensure data is accurate, applicable and valid.

Conducts risk reviews and identify anomalies that warrant further research.

Plans data collection methods for specific projects and determines the types and sizes of sample groups to be used.

Evaluates data sources to determine any limitations in terms of reliability or usability.

Selects the appropriate methods to follow in analyzing and evaluating data, considering the character and sources of data and the statistical tools to be used.

Identifies relationships and trends in data, and factors that could affect the results of the research.

Prepares operating schedules to ensure a smooth operation and the effective utilization of staff.

Collects and processes data utilizing survey and/or non-survey instruments, published and unpublished agency statistics and records, on-site investigations, discussions with users, and similar materials and sources.

Analyzes and interprets data following analytical methods prescribed by plan.

Evaluates various program areas including policy, procedure, legislation, objective, and cost effectiveness.

Identifies actual or potential problem areas, trends, program accomplishments, and additional key factors in the program being studied.

Measures the progress toward and determines the soundness of program objectives.

Identifies new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation.

Develops and recommends objectives for proposed programs as well as changes in objectives, policies, and procedures to improve program effectiveness.

Evaluates the effectiveness of alternative or corrective actions being considered for various programs.

Analyzes and interprets statistical data to identify significant differences in relationships among sources of information.

Assesses the statistical methods and procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy.

Identifies relationships and trends in data.

Performs descriptive and multivariate statistical analyses of data, using computer software.

Prepares tables, graphs, fact sheets, and written reports summarizing analysis.

Minimum Qualifications To be eligible for the Associate Administrative Analyst, G-23 position you must meet one of the following conditions as detailed below:

1. Eligible for appointment from the Associate Administrative Analyst, G-23 eligible list

2. In an Associate Administrative Analyst, G-23 title eligible for reassignment

3. In a G-21 or higher title that meets criteria for 70.1 or 52.6 transfer
