Job Specifics
Duties Description Under the Director of the Division of Horse Racing and Pari-Mutuel Wagering, the incumbent will work as a Director of Racing Investigations and supervise and direct the Division of Horse Racing Investigators assigned to the State’s 7 harness and 4 thoroughbred tracks located across New York State. Primary responsibilities include investigation of suspected violations of New York racing laws and Commission rules, regulations, and directives. Specific duties include:
• Direct the conduct of field investigations to detect or verify suspected violations of racing laws, rules, regulations, and directives.
• Direct the conduct of background investigations of New York Horse Racing license applicants.
• Ensures the investigators assist the Stewards and Presiding Judges in collecting information concerning issues associated with drug testing and medication programs at racetracks.
• Direct the conduct of investigations of all equine fatalities; and investigate any leads that may involve the inappropriate or illegal use of medication that may have affected the performance of a racehorse.
• Ensure written reports are prepared on reported and/or observed violations of New York Racing laws, rules, and regulations.
• Ensures that investigations of any suspected violations of the racing laws, rules and regulations are undertaken.
• Ensures that investigators work with Legal Staff in preparing cases for review by the Commission members; and the Unit establishes and maintains cooperative relations with Federal, State, and local law enforcement agencies.
Minimum Qualifications Preferred Qualifications:
• Ten years of criminal investigative experience, of which five should be in a supervisory capacity, involving fraud, corruption, or gambling.
• Five years enforcement of narcotic violations.
• Knowledge of racing procedures and terminology, and provisions of the New York Pari-Mutuel Wagering and Breeding Law and Rules of the Commission would be a plus.
• Must have good investigations skills and experience in the compilation of briefs of evidence,
• Knowledge of the thoroughbred racing industry would be a plus. Must have high integrity and excellent judgment.
• Must be a self-starter with exceptional organizational skills, attention to detail and independent follow-through.
• Ability to learn quickly, synthesize input from a variety of sources and think critically and strategically
• Willingness to work flexible work hours including some holidays and weekends is required.
• Significant travel throughout the State is required.
Additional Comments Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
Pre-Employment Restrictions:
The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
