Job Specifics
Duties Description The position supervises a team of skilled staff assigned to the Center for Residential Surveillance, Division of Residential Support, Centralized Complaint Intake Program (CCIP). Duties include assisting in the development, implementation and evaluation of policies and procedures; conducting quality assurance reviews to ensure proper compliance with applicable policies, procedures and other guidance; supervision of staff including time card review/approval, time off requests, performance planning and evaluation; receipt of Long Term Care complaints and facility reported incidents via telephone, fax, email or written correspondence; appropriately screening complaints to determine authority having jurisdiction; and ensuring proper follow-up; processing and/or investigating offsite investigations for nursing home complaints and discharge appeals. Additionally, this position will assist with conducting quality assurance reviews of onsite investigations; participate in a multi-disciplinary health and safety team to review matters of facility compliance and evaluate surveyor conduct and findings; prepare reports and recommendations, provide education and training, and communicate findings with complainants. As the HCS3, the candidate will also be responsible for preparing responsive material for assigned Freedom of Information Law (FOIL) requests and other correspondence.
Minimum Qualifications NY HELPS:
Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience.
a bachelor’s degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Ability to evaluate records against applicable laws and regulations and ability to gather data as needed for reports and recommendations. Excellent organizational skills and practices, interpersonal, oral and written communication skills, and ability to prioritize multiple assignments. Ability to interpret regulations and policies and produce quality guidance documents for all audiences. Preferred qualifications also include familiarity and knowledge of nursing home, adult care facility and/or home care regulations, excellent telephone and written communication skills. Two (2) years of experience performing utilization review, medical review, surveillance or monitoring activities at the facility level. Three (3) years of clinical experience in a medical facility, preferably in long-term care. Federal Surveyor Minimum Qualifications Test certification.
Additional Comments The incumbent must pass the Surveyor Minimum Qualifications Certification Test (SMQT) within 1 year of appointment. Work Hours will be discussed at the time of hire.
Non-competitive appointment via the HELP program. Posted salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($93,178 to $104,230), plus an additional geographic pay differential of $20,000.
This position is part of the NYS HELPS program. No examination is required.
