Job Specifics

Duties Description The incumbent CMS1 will assist with oversight of the Agency’s Snowmobile Trail Grant Program and assist with the coordination and oversight of the Unit’s Snowmobile Safety Education program.

*Assist in the development, implementation, and management of the Snowmobile Trail Grant Program; review and approve applications for funding and expense documentation; and ensure proper financial and audit compliance is adhered to under these programs.

*Review and report on grant funds and snowmobile registration data monthly and work with various grant recipients, sub-recipients and stakeholders to ensure proper compliance with the grant program and assist the public with grant processes.

*Review documented trail development and maintenance activities and expenses to ensure that grant funds are expended in accordance with grant documentation guidelines.

*Communicate with Local Sponsor grant recipients (counties and municipalities) and Trail Maintenance Entities (snowmobile clubs and associations) on grant issues, then collaborate with the Snowmobile Unit to determine appropriate resolution.

*Compile snowmobile registration data as provided by the NYS Department of Motor Vehicles (DMV).

*Assist staff with review of snowmobile trail application documents, submitted by Local Sponsors (counties and municipalities) to determine if trail is eligible to receive funding.

*Assist staff with review of grant funding applications to ensure proper documentation is submitted.

*Work with grant recipients to acquire necessary expense documentation to fortify reimbursement requests.

*Collaborate within the Snowmobile Unit, and with OPRHP Finance staff, to determine whether updates to trail maintenance guidance documents are required to remain in compliance with applicable rules, regulations, guidelines, and laws governing the allocation of NYS funds to localities.

*Track audit findings and issues uncovered during documentation review.

Minimum Qualifications

NY HELPS or 55-b/c Qualifications:
The Contract Management Specialist 1 title is part of the New York State Hiring for Emergency Limited Placement Statewide Program (NY HELPS*). To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Contract Management Specialist Trainee 1, Non-Statutory (NS) Equated to Salary Grade (SG) 14:
A bachelor’s or higher degree**, OR

Contract Management Specialist Trainee 2, NS Equated to SG-16:
A bachelor’s or higher degree** AND one (1) year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and reviewing of contract terms; OR

Contract Management Specialist 1, SG-18:
A bachelor’s or higher degree** AND two (2) years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and reviewing of contract terms.

**Your degree must have been awarded by a college or university accredited by a regional, national, or specialist agency recognized as an accrediting agency by the U. S. Department of Education/U. S Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Contract Management Specialist 1, Trainee 1, or Trainee 2. If you have less than one year, you must be reachable on the current Contract Management Specialist 1/Trainee 1/Trainee 2 eligible list or this location.

Transfer/Reinstatement Opportunity:
Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Candidates may also be eligible for reinstatement in accordance with Civil Service Law.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanent in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted to promotional appointment until their position is covered in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or continent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NYS HELPS appointment to a qualifying title with these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources Employees with a permanent NY HELPS appointment occurring effective 6/12/2025 or later will be addressed with a subsequent cover-in.

Depending on each applicant’s experience and/or current salary if employed by New York State already, the appointment may be made to the Contract Management Specialist Trainee 1, Contract Management Specialist Trainee 2 or the Contract Management Specialist 1, SG-18 titles. Included below is a breakdown of the salary at each level of the traineeship.

*Contract Management Specialist Trainee 1, SG-14 (Salary Range: $53,764 - $68,630)
*Contract Management Specialist Trainee 2, SG-16 (Salary Range: $59,994 - $76,359)
*Contract Management Specialist 1, SG-18 (Salary Range: $66,951- $85,138)
