Job Specifics
Duties Description Under general direction of the Director, Division of Corporations and State Records, the incumbent will assist with the development and implementation of Division policy and technological improvement projects. The incumbent will also assist with management of functions performed by the Division and supervision of staff. The incumbent will evaluate the efficiency and effectiveness of the various units for the purpose of increasing efficiency, eliminating inefficiency and improving the quality, timeliness and accuracy of services to customers. Duties will include but not be limited to:
• Assist with the development and implementation of Division policy and procedures.
• Assist with the development and implementation of various technological improvement projects.
o Define program requirements and system parameters.
o Assist in developing updated processing systems.
o Facilitate and perform testing in newly created or updated systems.
o Attend multiple weekly meetings with the technology vendor, ITS, and program staff.
o Develop system requirements.
o Test and evaluate existing systems to ensure that they are operating efficiently and meeting customer requirements.
o Obtain input from users to determine what system improvements are desired.
o Review and provide input on proposed legislative and procedural changes affecting Corporations and UCC systems.
o Monitor the overlapping timelines of project deliverables.
o Provide direction to the Division's subject matter experts and technology team.
o Appoint and oversee staff to system testing.
o Assist with planning, organizing and directing the work of the Division.
• Ensure that policies and procedures are implemented and communicated appropriately.
• Interpret and clarify policy for Division staff and other units, agencies and stakeholders.
• Assist with the development of new programs and Division initiatives
• Monitor program functions and respond to issues in a manner that is consistent with Department of State policies and procedures and Division goals.
• Resolve issues of concern within the Division in a timely manner and devise solutions to prevent the reoccurrence of similar situations.
• Supervise staff, including Business Document Specialists 5. Work with all managers to promote a healthy and safe workplace that meets Department and Division goals.
• Perform special projects as needed.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-23 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Business Document Specialist 5.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Assistant Director Division Corporations & State Records, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Assistant Director Division Corporations & State Records exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
Current Department of State employee with one year of permanent, contingent permanent, or 55 B/C service as a Business Document Specialist 5.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
