Job Specifics
Duties Description Under the general direction of an Information Systems Auditor 2, in the Office of Internal Audit, the Auditor 1 performs research and testing on the functions of the organization to determine purpose, organization, cybersecurity, and various IT enterprise risks, financial risks, and compliance with applicable laws, rules, and regulations.
Duties may include but are not limited to:
- Establish the audit scope by analyzing and determining areas for audit and timeframe to be examined
- Assist with planning audit activities, including specific audit tasks, and audit schedules; participate in entrance conferences with representatives of the organization to explain audit goals and methodology, and to gain access to records
- Conduct audits by performing various tests, reviews, reconciliations, and evaluations of accounts, claims, process records, and procedures to ensure that transactions are processed appropriately
- Evaluate the efficiency and effectiveness of the organization in meeting its goals and priorities by reviewing program operations, comparing programs to those of comparable organizations, and noting any relative strengths or weaknesses
- Evaluate the organization being audited by comparing performance to contractual requirements and standards; analyze costs in comparison to comparable programs in terms of functions, equipment, and personnel utilization
- Utilize generally accepted accounting and auditing principles and standards when conducting audits; prepare working papers to document audit scope and conclusions
- Prepare narrative reports of audit findings and recommendations; discuss audit findings with representatives of the organization and participates in exit conferences
Minimum Qualifications Open to New York State employees with one year of permanent competitive service as an Auditor 1, SG-18, or in a title deemed eligible for transfer to Auditor 1 under 70.1 of the Civil Service Law. Transfer candidates must possess a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses from an accredited college or university
Auditor (salary grade 18)
- A bachelor's degree in accounting, auditing, or taxation; or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
A master's or higher degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; or a currently valid Certified Public Accountant license and registration issued by New York State.
NOTE: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Transfer: Open to NYS employees with one year of permanent, contingent permanent, or 55b/c service as an Auditor, SG-18; OR who are in a title SG-16 or above deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.
Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, there reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.
55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/consideration, candidates must satisfy at least one of the Open Competitive qualifications listed below.
Preferred Qualifications:
• Proficiency with SharePoint, Excel, Word, PowerPoint, Visio, Adobe Acrobat Pro, and an audit documentation software such as TeamMate+.
• Understandings of the CIS controls, COSO and the NIST 800 frameworks, SOC 2, including the Institute of Internal Auditors (IIA) standards.
